What are the responsibilities and job description for the Right-of-Way Specialist position at Bexar County?
Under general supervision, is responsible for abstract/title/curative work for the acquisition of real property or easements for various projects required by Public Works; assists Engineering Project Manager with Right of Way acquisitions and dispositions, assists the general public with property ownership, land title, and map research; and performs related duties as required.
Working Location: 1948 Probandt St.
- Researches property ownership and tax payment status; performs title curative functions, obtains partial releases, subordination, resolution, court orders and any other documentation necessary to ensure clear title for Right of Way, Capital and various other projects
- Reviews existing right of way maps, property maps, surveys and appraisals for parcels needing to be acquired of Right of Way, Capital and various other projects
- Negotiates with property owners to acquire land rights for various projects, including using condemnation procedures if necessary and assembles all file data for attorney's preparation of lawsuits
- Assists in resolving grievances involving property owners, property managers, attorneys and financial institutions, and responds to Right of Way or property inquiries from the general public
- Assists Asset Manager to coordinate various agreements, environmental reviews, appraisals and surveying requirements for various projects
- Coordinates with outside public and private utility companies to either acquire or grant requested easements or rights of way
- Prepares or reviews legal, financial and engineering related information for projects
- Assists contract Professional Engineers and/or Registered Professional Land Surveyors in the preparation of Right of Way maps
- Prepares project files, offer letters, memoranda and other correspondence
- Contracts with appraisers, land surveyors and reviews appraisal reports and land surveys
- Performs related duties as required
- Graduation from High School or a General Education Development (GED) certificate supplemented by college course work or vocational training in Business Administration or a closely related field, and seven (7) years' experience in real estate acquisition including experience with engineering and legal procedures; or an equivalent combination of education and experience
- Considerable knowledge of legal procedures for the acquisition or sale of property; knowledge of real estate law; knowledge of engineering principles; knowledge and proficiency in land title/abstracting research skills
- Skill in real estate negotiation; skill in organizing and planning
- Ability to interpret real estate appraisals; land title surveys; engineering plans/drawings; and environmental reports; ability to communicate effectively with diverse groups of individuals using tact and diplomacy; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, other government agencies, outside organizations and the general public
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Must have a valid Texas driver's license
- May be required to work more than 40 hours during the work week
