SUMMARY/OBJECTIVE:
The Estimator prepares timely and accurate bid estimates for mid-size projects/programs within an assigned line of business, Region or Division and helps plan all projects with expectations for the efficient use of personnel, equipment, materials and subcontractors within contract requirements, time guidelines and other restrictions. The Estimator will understand the major business components and implications specific to estimating and cost control for the business while ensuring compliance with the established Project Management Methodology and upholding BHI safety and quality management protocols. This role also contributes to the continuous improvement of methodology, tools and approaches using fundamentals of Project Management practices.
ESSENTIAL FUNCTIONS:
- Prepare and maintain bid documentation, utilizing historical data from past projects, subcontracts, and productivity analysis.
- Travel to job locations to confirm project site conditions.
- Assist field personnel in developing and/or recommending change orders to scope as needed.
- Ensure bid deadlines and customer presentation requirements are met and assist in developing and implementing estimating guidelines.
- Enter new service requests using company approved systems and processes as needed.
- Interface with various internal and external stakeholders on planning and scheduling related items and functions, including reporting requirements, progress reporting, etc., while communicating with influence and presenting effectively to client group and team members.
- Provide design and estimation for assigned internal capital and maintenance as well as customer driven projects on electric transmission and distribution systems.
- Ensure that customers are provided with superior service in accordance with Barlett Holdings Inc. (BHI) standards, and customer service policies and procedures.
- Design electric distribution and transmission systems and facilities per BHI standards and procedures.
- Plan, design, estimate, and coordinate customer requirements for electric service installations and primary/main extensions for new commercial and residential customers per BHI's extension policy.
- Assure that electric construction complies with BHI and industry codes and standards.
- Prepare construction plans, survey and stake facilities for new line extensions and integrity (replacement) upgrades.
- Provide accurate and detailed information, drawings and estimates based on information collected from customers, internal team members, and field visits for field crews to perform the required work.
- Prepare all necessary documents in the appropriate system that may be required to install BHI equipment and facilities, as well as to maintain appropriate record keeping for the work performed.
- Prepare and submit necessary rights-of-way, easements, and other permit documents as required.
- 16. Assist with storm/outage restoration as needed.

WORK ENVIRONMENT:
While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is frequently required to stand, walk, and reach with arms and/or hands. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus. The employee will spend their time in an office environment as well as an industrial environment observing employees, their progress with assigned work, and interfacing with both employees and client employees with a moderate to high noise level. The employee is required to don the appropriate personal protective equipment while traversing an industrial environment requiring various degrees of protection.

REQUIRED EDUCATION AND EXPERIENCE:
An ideal candidate will have a High School Diploma or GED. Must have a minimum of five (5) years of construction, project management, electrical line construction, or equivalent combination of education and experience. Prior experience in the Transmission and Distribution industry preferred. Experience with electric system operations and construction preferred.Must have experience in construction estimating and be able to read/interpret detailed prints and specifications for conceptual, lump sum, or unit pricing. Must have and maintain a valid Driver's license. Must have strong oral and written communication skills and must be able to effectively communicate with customers, contractors, and employees. Must have strong construction design and estimating skills and knowledge of cost estimating and variance reporting. Must become proficient with company mapping, asset, and accounting systems to facilitate efficient completion of job duties. Must have working knowledge of construction and relevant industry practices. Experience with computerized bidding software and proficiency in Microsoft Office applications required. Must have complex problem-solving skills and completion of required training and some formal Project Management coursework required. Proven ability to demonstrate a high level of ethical behavior, integrity and trust. Knowledge of BHI Energy processes and procedures and utilization of developed tools to most effectively manage work is essential. Must actively demonstrate the BHI company values and support the BHI Ethics and Standards. Must have the ability to obtain and maintain a working knowledge of BHI and client technical manuals and procedures; to pass BHI and client specific training and qualifications as required; subject to personnel call out as required in support of nuclear station emergent work requirements; to work overtime, to include shift work, weekends, and holidays as needed; and be able to pass all background and screening requirements for the position, to include drug and/or alcohol screening.
