Location

This role can work remotely from anywhere in the USA with. Occasional travel to the DC area may be required. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship.  


What will you do?

Bixal, a fast-growing Digital Communications and Technology firm based in Fairfax VA, is seeking a Project Director to join our dynamic team. The Project Director will provide management, leadership, and Agile expertise to a program for a U.S. Government contract, overseeing a digital product and agile development teams (~70 people total) with the goal of continued modernization of a large data dissemination platform. This role reports to the Vice President of Program Management.

A problem solver. You have the ability to think strategically and creatively and have significant experience with government contracting that allows you to identify problems and help teams navigate complex situations to achieve resolution. 


 Important note

This is a full-time proposal position contingent on contract award.

Responsibilities
  • Lead a multi-disciplinary team of experts and SMEs towards a common goal. 
  • Guide, and be accountable for, all aspects of digital and analytical services client engagements, including client relationship management, partner relationship management, staffing, solution delivery, quality management, profit and loss, and contract execution. 
  • Within the scope of the contract, hire, manage, and retain a large and stable team of cross-functional professionals.  
  • Apply an Agile mindset and data-driven approach to determine process improvements that gain efficiencies, manage risk, and ensure team members are set up for success. 
  • Review and assess Agile and DevOps practices and processes for effectiveness and be able to coach teams and individuals toward more effective ways of working. 
  • Have a pulse on changing government and technology standards and be able to disseminate and build those changes into an overall program’s mission. 
  • Provide program management support to multiple teams with intersecting goals, requirements, and outcomes. 
  • Understand all components of a program with the ability to speak and write intelligently about individual components and their value to the overall solution. 
  • Develop strong working relationships with policy and program stakeholders and create meaningful engagement and participation that results in effective collaboration.   
  • Ensure quality of work is aligned with Bixal standards, including exceptional CPARS. 
  • Advocate for and implement best practices in challenging environments. 
  • Solve problems and help team members iteratively adapt by planning for and embracing change. 
  • Oversee staffing assignments and hiring to ensure delivery needs are being met. 
  • Supervise, manage and mentor other Program Management team members—identify strengths and work to improve weaknesses to help each member grow. 
  • Participate in proposal solution process and content creation as needed. 
  • Perform other duties or special projects as assigned. 


Qualifications
  • Bachelor's degree.
  • Minimum of 10 years' Program Management experience. 
  • Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
  • Robust Program Management experience with the federal government overseeing large federal contracts.
  • Experience supporting data management implementation projects. 
  • Knowledge and experience using both Waterfall and Agile methodologies.  
  • A strong technical background.
  • Microsoft Project experience. 
  • Risk Management experience. 
  • Experience overseeing information technology or software development and IT operations (DevOps) programs or projects.
  • Excellent communication and interpersonal skills. 


Nice to haves
  • Master’s Degree in Business or a related discipline. 
  • Scaled Agile Framework (SAFe) certification. 
  • Project Management Professional (PMP) or Project Management Institute Agile Certified Practitioner (PMI-ACP). 
  • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification. 
  • Experience in providing guidance related to the enhancement of automated systems to incorporate new policies, procedures, and directives.
