The Budget and Accounting Manager manages the budgeting process and develops the budget book of the College under the supervision of the Vice President of Finance & Administration. The Budget and Accounting Manager also performs an essential role in the Accounting function of the College. As 70% of the College's operating budget is related to personnel, this role interacts extensively with Administration, Payroll and Human Resources.

DESCRIPTION OF ESSENTIAL DUTIES:
- Responsible for annual budget process using the college's ERP to develop, process changes, prepare reports, and develop compensation and summary spreadsheets.
- Responsible for maintaining budgetary position control data and reporting with Payroll and Human Resources.
- Responsible for maintaining the Budget Manual and providing training to budget managers.
- Responsible for developing, maintaining, and distributing the Budget Manager Distribution list.
- Responsible for identifying and communicating budget variances to budget managers and Vice President of Finance & Administration.
- Responsible for property tax accruals, quarterly projections, revenue to cost reporting.
- Responsible for analyzing, interpreting, and reporting on financial data to Accounting, Payroll, Human Resources and Administration.
- Prepares schedules for the annual audit and creates and assists with all aspects of the budget document.
- Reviews, prepares, and/or revises confidential budgetary reports and information pertaining to College labor relations and collective bargaining.
- Ability to maintain strict confidentiality with respect to College records and reports which are prepared, maintained, or utilized by the Board of Trustees or College Administrators in connection with labor relations and collective bargaining.
- Assists, at times in a confidential capacity, the Vice President of Finance & Administration and other College Administrators, with budgeting strategy and development as well as implementation. Assists with budget calculations and strategy in connection with labor relations and collective bargaining.
- Prepares reports for Federal and State agency filing including, but not limited to, the Illinois Community College Board, Illinois Board of Higher Education, U.S. Department of Education, Department of Health and Human Services, the State of Illinois, and County Clerks.
- Prepares, reviews and files sales and motor fuel tax reporting.
- Leads and manages the record retention (electronic and paper) process for the Accounting department.
- Finance liaison for supervision of the Finance System Administrator.
- Prepares reports and spreadsheets, conducts analysis and review of data from multiple systems, and presents findings.
- Reconciles general ledger accounts and makes necessary adjustments.
- Prepares and reviews annual and monthly journal entries.
- Responsible for the preparation and analysis of monthly financial reports, including the Board of Trustees Financial Operations report.
- Prepares reconciliations and reports, and provides other assistance for VEBA.
- Responsible for cost accounting functions.
- Finance liaison with bookstore accounting and assists with bookstore processes.
- Point of contact for departmental budget managers to train in ERP Finance Self Service and to answer accounting related questions and budget status.
- Reviews monthly budget status reports for over-expenditures, transaction errors, and misclassification of expenditures.
- Identifies and performs bank account transfers, stop payments, wire transfers, and ACH transactions as needed using online banking software.
- Responsible for developing, maintaining accuracy, and conducting various accounting and budget related trainings.
- Assists in capital asset accounting district-wide.
- Responsible for plant accounting district-wide including cash balances, reporting and reconciliations.

- Maintains Finance Procedures manual.
- Petty cash reconciliations.
- Acts as backup to Director of Accounting.
- Acts as backup to other Accounting Services staff.
- Provides supervision to the Accounting Services department in the absence of the Director of Accounting.
- Performs other job-related duties as assigned.

PRINCIPAL WORKING RELATIONSHIPS:
- Works directly with the Vice President of Finance & Administration, Vice President of Instruction and Student Services, Director of Accounting, Payroll Director, Human Resources, Deans, and other Finance staff.
- Works cooperatively with administrators, budget managers, staff, faculty, and students.
- Bachelor's degree with major in accounting or finance required.
- CPA, MBA, CMA, or other related professional designation preferred.
- Minimum of two (2) years of recent experience in accounting or finance required.
- Two or more years of governmental accounting preferred.
- Knowledge of an integrated finance software and experience with computer applications preferred.
- Intermediate level ability in Microsoft Office including Word, Excel, and PowerPoint required.
- Strong attention to detail and problem-solving ability required.
- Strong written and oral communication skills required.
- Above average organizational, attention to detail, and analytical skills required.
