Subject Matter Expert - Analytics

We are looking for an Analytics Subject Matter Expert (SME) to support the U.S. Immigration and Customs Enforcement (ICE)'s Office of Homeland Security Investigations (HSI).

Primary Responsibilities will include:

HSI has support needs in the functional area of data analytics. The Analytics SME shall provide support to the following tasks:

• Present data and analyses in a cohesive manner using basic summary statistics (frequencies, averages, summations, filtering, etc.). Assist with choosing the best visual representations for the data (charts and graphs).
• Perform end-to-end data analysis to ensure data quality gaps are identified and reported.
• Work with Government to identify, define, and resolve data issues prior to conducting analyses.
• Apply standard statistical methods, appropriate to the data, such as correlations, weighting, ratios, trend analysis, hypothesis testing, regression, time series, optimization, cost analysis, simulation, and decision trees.
• Respond to and answer (ad hoc) questions from leadership and provide analyses within a very short time frame. Tasks may require completion on short notice with quick turn-around times, which may vary by tasking. Suspense date and/or time will be provided to contractor employee upon assignment of tasking.
• Conduct literature reviews to find the best methods/techniques to address analytical questions.
• Prepare, clearly communicate, and present analyses to multiple audiences in multiple formats (i.e., in writing/reports or orally/briefings for varying level of audiences, from analytical experts to non-technical leader). Prepare and clearly describe analyses and processes in documents such as technical user guides and standard operating procedures.
• Provide technical survey expertise to include input on sampling and weighting methods as well as analysis of survey data with skip patterns, breakouts by strata, etc.
• Conduct research and studies that explore business operations, practices, and transactional processes. Solicit input from process owners and business users to gain better understanding of business requirements. Engage the business users to assess their information needs. Develop use cases that align with business requirements and validate those use cases with relevant process owners and stakeholders.
• Consolidate and streamline all data reports used to address HSI's congressional reporting requirements to generate efficiencies for the HSI reporting process and products.

Required Qualifications

• Master's degree (MA/MS) required in Business Administration, Operations Research, Mathematics, Statistics, Business Analytics, or a similar field.
• Ten (10) years of experience with complex analysis requiring knowledge of advanced management concepts, program and project management, risk management, and business process improvement/development.

• at least ten (10) years of experience with performance measures and efficiency statistics; and
• ten (10) years of experience synthesizing complex issues, concepts and analyses for an executive-level audience.

• Demonstrated work experience providing expert advice/guidance regarding analytics, risk management and business process improvement
