To implement the vision of a training center of excellence for the Board, the incumbent serves as team lead for initiatives that support the vision. The incumbent will work closely with Board senior leaders and supervisors to develop training strategies and initiatives that are in alignment with the Board's statutory mission to conduct hearings and issue final decisions on behalf of the Department of Veterans Affairs (VA) Secretary for appealed veterans' benefits claims.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, monitoring and maintaining agency employee training programs; developing metrics to assess training program gaps and needed improvements; briefing senior leadership on training program information; assessing and implementing agency training rules and regulations; and leading task groups to address employee training needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Responsibilities:

The incumbent will:
-Collaborates with Board leadership and others to develop and implement national policies and procedures.
-Participates in the resolution of conflicts between Board training needs and other priorities and VA requirements.
-Interacts routinely with staff and supervisors in meeting the training needs within the Board to ensure complete and accurate capture of staff development information.
-Works to ensure training performance measures established by the Board are met.
-Serves as a training expert consultant to the Supervisory Training Administrator for developing strategies and facilitating partnership opportunities with affiliates.
-Develops and monitors Board programs, plans, procedures and methodologies related to Knowledge Management functions.
-Works with the training community to integrate staff development needs, analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain goals and objectives.
-Leads and develops initiatives to foster a team- based and improvement culture throughout BVA aimed at providing timely training.
-Assists the Chief of KM with strategic planning related to the BVA employee development programs, to include determining, allocating, and accounting for the effective use of all available resources.
-Formulates overall program plans by analyzing data, and establishes, adjusts, or redefines broad program objectives.
-Develops current and long-range plans for accomplishment of BVA's mission, such as in the areas of succession planning and occupational training, with an emphasis on transitioning to a digital environment.
-Conducts presentations to senior leaders to introduce and seek approval of new or enhanced programs and initiatives, and/or provide updates on these matters.
-Coordinates all government and non-government related development resources, to include scheduling, announcing, and set-up for quarterly, semi-annual, and annual classes, including but not limited to the required training and development courses for Board employees utilizing various training systems in the performance of duties.
-Develops and leads task groups and committees to address specific issues and projects involving management and controls, administrative support activities, and cost reduction.
-Plans and initiates activities related to reviewing, interpreting, and applying tasking guidelines/required, policies, and procedures to ensure the effectiveness and efficiency of work operations.
