Job Title: Test Counselor

SUMMARY:

The Testing Counselor provides quality and comprehensive HIV and HCV Health Education, Risk Reduction, Integrated Screening with HIV/HCV testing, and HIV/HCV prevention education services targeting YMSM clients at high risk for infection or transmission of HIV. Core responsibilities include client intake and assessment, coordination of referral services into appropriate programs, HIV testing, program outreach and promotion, implementation of the Personalized Cognitive Counseling intervention to repeat testers, condom distribution and referral/connection to high impact prevention activities.

Essential Duties & Responsibilities:

Responsibilities include, but are not limited to;

· Conduct event-based outreach and pre/post HIV/HCV testing activities to targeted populations and communities at a range of community venues, targeting sites and locations where the priority population are known to reside, socialize, and gather (e.g., Health Fairs, HIV/STI Testing Events, Bars/Clubs, Strolls etc. )

· Implement Personalized Cognitive Counseling to YMSM/MSM who previously tested HIV negative to reduce sexual and substance use risk behaviors

· Provide affirming and up-to-date education on topics that include, but not limited to condoms and safer sex products, PreP, Emergency PEP, iART, HIV care and treatment, U=U, HIV/STI screening, reproductive health, mental health, substance use and supportive services

· Collect and collate oral and blood specimens and clearly and accurately document client charts

· Ensure that all HIV and HCV positive clients are referred and connected to Health Navigation Services

· Complete partner notification services and NYS provider report form on all new HIV diagnoses as well as previous HIV diagnosis new to the program

· Follow universal safety precautions at all times.

· Attend and participate in local community outreach events as needed

· Complete accurate and timely submission of data reports, including data entry & submission of performance tracking reports, client charts and other related program documents as required

· Meet at least 90% of all monthly HIV/HCV testing related deliverables as outlined on the contract work-plan

· Refer 100% of target group to biomedical and other essential support services

· Conduct daily online outreach via dating apps (ie. GrindR, A4A, Scruff, Jack’d etc...) to engage target population in accessing in-home HIV self-testing and other essential support services and biomedical interventions

· Disseminate information via social media channels, including Facebook, Instagram, TikTock, Twitter and Youtube to help create and raise awareness about BOOM!Health Testing Services, share sex-positive health education messaging, dispelling myths and where to find accurate information and promote health awareness events

· Track and monitor all social media-based outreach activities via insights to report on views, likes, shares, and new followers

· Participate in on-going trainings as needed.

· Other duties as assigned

Qualifications and Experience:

· Knowledge of HIV/STI infection, transmission, prevention; knowledge of local community resources and referrals.

· Bilingual (English/Spanish) a plus

· Excellent verbal and written communication skills, including strong interpersonal and organizational skills

· Strong computer skills and knowledge including MS Word, Outlook, Excel, and other software.

· Demonstrate ability to work effectively with men and women of diverse races, ethnicities, ages and sexual orientations in a multicultural environment.

· Must be able to adapt to new HIV testing technologies and procedures in line with the National HIV/AIDS strategy.

· Experience in effective outreach strategies, conducting HIV/HCV point-of-care testing and understanding of harm reduction principles

· Willing to work non-traditional hours (late evenings and some weekends)

Education:

· High school diploma or GED required; Associate degree preferred
