JOB SUMMARY Under the direction of the COO, the Operations Data Analyst is responsible for the routine collection, analysis, and reporting of programmatic, clinical and financial outcomes data. The Operations Data Analyst will coordinate internal data activities within Borrego Health. The Data Analyst will work collaboratively with IT Data Analyst Department staff and other Borrego Health staff on projects involving the design and development of database products.This individual supports and adheres to the Borrego Health Analytics Development Life Cycle for the Analytics Ecosystem; including scoping, estimating, developing project plans, and progress reporting. This individual supports the organization and coordination of data integrity improvement processes, as well as the collection and publishing of applicable metadata. This individual oversees the data quality and reconciliation processes for the Borrego Health Operations Department. The Intermediate Data Analyst can work fairly independently with strong decision-making skills and with strong verbal communication skills. He/she has the ability to capture customer needs and requests, to translate them into business requirements, and to develop/ model queries and reports to meet those needs. He/she can research and follow through on reported Analytics Ecosystem issues.ESSENTIAL JOB FUNCTIONS Ensure the integrity of data collection and reporting. Follow all company and department policies and procedures. Define and collect appropriate data for management and clinical decision making, including monitoring utilization, quality of care and clinical indicators. Identify, collect and report or transfer programmatic, clinical and financial indicators as required by funders and regulatory agencies or in support of grant applications or project activities. Evaluate and collaborate with the IT Data Analyst Department to ensure the accuracy and consistency of all databases and reports. Maintain adequate security and confidentiality for all data as outlined by internal policies and procedures. Aggregate, process, report and interpret data for business and clinical decision making. Collaborate with Borrego Health staff to develop formats and reports for programmatic, clinical and financial indicators. Benchmark industry and regional data with other data sources as appropriate. Work closely with Borrego Health internal staff to identify and respond to data and reporting needs, including grants and contracts. Proactively recommend more effective and efficient processing solutions. Support Borrego Health in developing and maintaining the ability to respond to external regulatory agencies and community partner requests for data and reports. Assist in developing and implementing plans to link relevant data systems and databases as needed. Prepare written correspondence and reports as required. Conduct research for various projects as needed. Provide training and technical assistance on databases, applications, and reporting tools. Maintain current knowledgebase of databases, applications, and reporting tools. Attend meetings and collaborate with Borrego Health internal staff as needed in the development and support reporting and business intelligence. Collaborate with other Borrego Health Analytics teams to build, refine and deploy best practices and cross-functional support. Assist in the formulation of policies and procedures; understand and interpret policies, procedures, and regulations; edit and coordinate editing of policiesAssist with other department projects and duties, as neededQUALIFICATIONS Skills Extensive computer skills and knowledge of computer software including MS Excel, MS Access and other accounting and database programs. Individual should be detail oriented, accurate and proficient with numbers and have the ability to work independently.Understanding of Federally Qualified Health Centers and their demanding and unique needs is highly desirable. Must be exceptionally skilled at communication and building relationships with a broad range of internal and external customers. Demonstrated ability to deal effectively and sensitively with people at all levels within and outside of the organization, maintain confidentiality and organize and prioritize work.Report analysis and development in a healthcare environment.Able to develop reports using an industry standard report writer such as Excel, Tableau, or PowerBIAble to analyze business requirements and translate them into analytics and metadata requirements.Understand and able to perform administrative duties associated with metadata, data reconciliation, and data quality.Ability to research data problems reported by customers.Education/Experience Must have a minimum of three years’ experience with reporting tools such as Tableau, PowerBI, and/or Excel. Experience working successfully in a team environment is required. Must have a proven track record in providing excellent customer service. Familiarity with clinical information systems and clinical and financial data is highly desirable. Health care and/or nonprofit experience is preferred. Associates degree in data science or equivalent work experience.Experience with extract, report, and dashboard design and modeling.
