Summary of Role The Senior Facility Operations Support Manager is responsible for the coordination and management of all Facility Operations related support functions for sixty-five (65) separate branch locations and five (5) administrative buildings across New York State encompassing twenty-seven (27) separate municipalities and over 430K sq. ft. of managed space. Specific responsibilities include contracted property management companies, Logistics, Fleet Management, Real Property Management, Budget, Asset Management, Vendor Management and various other support functions. This role works collaboratively with peers such as the Senior Facility Operations Manager and all external Business Units within Broadview. Direct oversight and managerial responsibility for Facility Operations Logistics Manager and Administrator. Manages 50 vendor relationships support functions such as Janitorial, HVAC, Landscaping, Snow Removal, Utilities and Landlords. Manages the day-to-day life safety and support activities, supervises contract responsibilities, responses to external work requests/work orders for timeliness and accuracy and other special projects as directed. Identifies opportunities for contract changes, economization and vendor-based solutions and engages approved third-party resources to perform/complete agreed upon work. The scope of work facilitated by the role includes building maintenance contracts, lease negotiations, emergency repairs, and after-hours response when directed. Essential Job Functions/Responsibilities Property Management Companies (PMC) Management for contracted outsourced support responsibilities. Direct liaison with contracted PMCs for repairs and maintenance requirements within the scope of approved contract agreements. Manage PMC annual budgets, forecast future capital expenditures. Work in concert with leased facility landlords and PMC when required. Provide recommendations and define scope of work for a rehabilitative large-scale construction needs. Work in concert with Senior Facility Operations Manager to resource and schedule large-scale construction/rehabilitative requirements. Work with various Business Units for collective responsibility and awareness of projects for successful completion. Validate PMC’s work and monthly invoices for quality and completion for payment. Logistics Manage a logistics network encompassing contracted couriers, third party cartage vendors, and mail/package handling (i.e., FedEx/UPS/USPS). Manage shipping and receiving activities in two separate administrative building locations. Manage consumable product and long-term warehousing and storage activities in two separate administrative building locations. Manage multiple fitness rooms maintenance and serviceability. Fleet Management Manage a company wide fleet management program for 20 vehicles and equipment. Conduct vehicle life cycle management including vehicle purchasing, asset management, capital forecasting and acquisition. Manage the Samsara vehicle tracking system. Manage all repairs, planned maintenance, registration, and EZ Pass. Real Property Manage all leased properties contractual requirements, notifications for renewals, and associated processing. Maintains and provides regular updates on office/property leases and oversees lease renewal process. Liaison with leased property owner, property management companies. Assist Director with land/building purchasing and disposition as required. Purchases/Expenditures Manage day-to-day purchase/expenditures/inventory for department. Manage department consumables for both administrative and branch support, maintenance, off site storage and normal stockage requirements. Oversee and approve department operating expenses such as gas, electric, water and similar expenses as required. Budget/Forecast Compiles department budget forecast requirements from both internal and external stakeholders and enters in company accounting system of record Performs month reconciliation of department budget and adjusts accordingly. Ensures forecasts are up to date and projections are on a 5-year rolling cycle Facility Operations Contracts Manages 50 Facility support contracts, continually monitor and advise Director when opportunities arise where contracts can be consolidated or negotiated for savings. Maintains vendor insurance records and upkeep. Assists with vendor on-boarding requirements and contract compliance. Other Duties Support department requirements such as after-hours onsite events. Assumes other key activities as directed. Supports company operations, ensure supervisors are informed of task statuses. Participates in cross training events and aids when requested. Reviews section Standard Operating Procedures, daily activities, required training, and section operations quarterly while ensuring compliance with ADA and OSHA requirements. Provides input to Director, Facility Operations for operational changes and opportunities for economization of daily activities. Recommend and implement improvements for preventive maintenance programs on an on-going basis. Respond to all emergency situations quickly (fire, evacuation, equipment failure, etc.) and customer concerns; completes assessments and coordinates with third parties and emergency responders, as appropriate. Performs other duties as assigned. Minimum Job Qualifications High school diploma or Graduate Equivalency Degree (GED), Facility Management Certificate, Financial Management degree, Lease management, contracting experience, Construction Technology-Building Construction (AAS); minimum 7 years related experience and/or training; or equivalent combination of education and experience. Must possess a valid driver's license with no violations. Ability to read and understand blueprints, drawings, schematics, sketches, and layouts. Working knowledge of techniques, materials, tools, and equipment used to perform job duties. Ability to work effectively with individuals of diverse cultures, abilities, or backgrounds. Special Requirements Workplace/physical demands/work environment Employee will adhere to OSHA workplace safety standards. Employee may, at times, be directed to work additional hours when required to complete major projects. Required to travel between administrative buildings, branches, and or various vendor locations daily. Employee may be required to fill-in for other team members during holiday schedules or staffing challenges. In performance of daily duties, employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear without limitations, operate machinery, and power tools. Employee is occasionally required to reach with hands and arms and stoop, kneel, or crouch without limitations. Employee must occasionally lift and/or move up to 50 lbs. This job can be noisy at times, and you may be working in proximity with others (both inside and outside of the organization). In the normal course of the day, employee may be exposed to above or below temperatures when in conduct of shipping and receiving and or warehousing operations.
