The Broward County Board of County Commissioners is seeking qualified candidates for Staff Engineer to support the Environmental Permitting Division.

Minimum Education And Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.
Special Certifications and Licenses
Engineer-in-Training (EIT) certification may be required based on area of assignment.
Preferences
Master's Degree in civil engineering or related field.
2nd Master's or PHD degree in separate but relevant discipline.
Engineer-in-Training (EIT) certification.
Professional Engineer (PE) license in the State of Florida.
OSHA Certification.
Erosion and Sedimentation Control Inspector Certification.
1 year experience in POSSE/Winchester.
1 year experience in State database system (FDEP PA).
1 year experience in design, construction, and operation of surface water management or wastewater facilities.
1 year employment experience in GIS.
1 year experience in surface water or wastewater modeling (ICPR, Cascade, SWMM, RC4, SewerCAD)
Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
This class works under general supervision, independently developing work methods and sequences.
Coordinates between Broward County Public Works, other County Agencies, County Municipalities, and State Agencies to comply with requirements of the State’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit and the Interlocal Agreements regarding shared responsibilities under said NPDES-MS4 Permit.
Writes technical reports that involves review and interpretation of laboratory data, statistical analysis, and putting them in graphical format to show long term trend in water quality due to implementation of stormwater management plans required by NPDES-MS4 Permit.
Applies scientific principles and method in the development of standard operating procedures (SOP), manuals, guidelines, and procedures for implementing Stormwater Management Program required by NPDES-MS4 Permit; assists in writing, amending, and updating County environmental rules and regulations; Implements quality assurance procedures to ensure accurate and comprehensive water quality monitoring data collection; and maintains enforcement case files.
Evaluates and interprets chemical and/or marine, laboratory, ecological, and biological data related to NPDES-MS4 Permit, Non-Domestic Wastewater licenses, compliance inspections, enforcement actions, and natural resource enhancement and protection projects. Performs geographical information system (GIS) analysis, produces maps, and maintains geodatabases.
Reviews construction drawings for erosion and sedimentation control. Performs site inspections for construction compliance as per the erosion and sedimentation control plan. Inspect construction sites to ensure compliance with state and local regulations. Issue appropriate warnings, notices of violation, and/or other enforcement actions, as warranted, against respondents with non-compliance issues and/or violations cited. Support Illicit Discharge Detection and Elimination Training.
Review and process cooling tower license applications including design plans. Reviews plans for compliance with County regulation.
Perform public outreach on surface water quality issues and corrective actions. Respond to inquiries from consultants, contractors, municipalities and other internal and external customers. Stay abreast of current water quality technology and EPA, State and local regulations.
Participates in cross training to assist the Domestic Wastewater and Surface Water Management programs.
Performs related work as assigned.
