Job Summary

Under general supervision of the Airport Director, the Administrative Manager directs the financial and administrative operations to ensure an efficient, compliant and sustainable airport operation. The position entails supervising; budgeting; developing, negotiating, preparing and monitoring of lease and concession agreements and other records related to the use of airport real property and facilities; management of the pay parking lot and airport ground transportation; community relations, participating in planning for future growth and sustainability; supervises the accounting and administrative staff including planning, scheduling, and assigning work related to the airport's accounting functions and secretarial duties. The Administrative Manager is responsible for aiding the Airport Director in the oversight and management of business, financial and administrative activity at Austin Straubel International Airport, a Part 139 commercial service airport. The Administrative Manager also assists in developing advertising and economic development initiatives. Ensures compliance with FAA, TSA, Wisconsin DOT-Bureau of Aeronautics and Airport/County regulations; updates federally mandated compliance manuals such as the airport security plan as required by the Department of Homeland Security.

Essential Duties

Supervises the accounting and administrative staff including planning, scheduling and assigning work related to the airport's accounting functions and secretarial duties.

Interact daily with tenants including airline station managers, car rental managers, restaurant manager, the general public, Fixed Based Operator mangers and general aviation tenants,

Monitors the airport's financial position through the monitoring of financial statements and reports.

Directs, manages and participates in the preparation of the Airport's annual budget.

Advises, consults and makes recommendations to the Director on Airport business, financial and administrative matters.

Manages airport ground transportation operations.

Supervises the operations of airport pay parking lot including revenue control, pavement and equipment maintenance, preparation and monitoring of the parking lot operations budget, audit, access control smooth day-to-day operations and customer service.

Provides analysis and assistance with economic and air service development initiatives.

Prepares Federal Grant Applications and subsequent required submittal reports.

Provides research and coordinate with airport attorney as necessary on airport contracts and leases.

Coordinates with airport public relations, financial and engineering consultants for capital and economic development projects

Maintains airport web page and social media accounts.

Act as Airport Security Coordinator in the absence of the Airport Security Coordinator requiring complete knowledge of Transportation Security Administration regulations

Develops RFP/RFQ and bid specifications for equipment acquisitions and airport required services.

Participates in the negotiation, preparation and compliance of leases, contracts and other agreements with airport tenants, including, but not limited to airlines, car rentals, airport hangars, FBO's, hotel(s), restaurant(s), gift shop(s), federal agencies, etc.

Maintains working relationship with Federal and State agencies, airport tenants, airport contracted vendors, government officials, Convention & Visitor Bureau and Chamber of Commerce.

Participates in the development and implementation of airport marketing and advertising campaigns.

Participates in the development, review and coordination of the airport's capital improvement program and construction projects.

Administers the ACDBE (Airport Concession Disadvantaged Business Enterprise) Program required by FAA/DOT regulations.

Audits and documents monthly airport petty cash, receipt books, vending and fountain coin.

Project Management, such as working with vendors to install, maintain or update equipment.

Instructs and trains office personnel in methods and procedures to perform accounting and preparation of other required documents; reviews and approves work in progress.

Coordinates with Risk Management, insurance companies and investigative authorities regarding airport incidents and preserve reports, pictures and video for future use; evaluate safety issues.

Takes action and implements corrective measures concerning safety risk mitigation.

Participates in management team meetings for cooperative planning and to coordinate work responsibilities and discuss airport business, financial and administrative matters.

Administration of (FIDS/GIDS) Flight Information Display and Gate Information Display software.

Authorizes payment of invoices for budgeted expenses within the department.

Develops plans,operational procedures and policies and other administrative matters to improve efficiency and productivity; maintains current knowledge of County and Airport policies and procedures, county codes, rules and regulations; provides interpretation and clarification to subordinate staff.

Develops and interprets complex spreadsheets.

Attends meetings, conferences, workshops and training sessions to become and remain current on the principle practices and new developments in assigned work areas.

Acts on behalf of Airport Director in absence of Director and Assistant Director.

Conducts annual performance evaluations.

Manages the maintenance and monthly reconciliation of luggage cart revenue.

Answers telephones, routes calls and answers questions.

Minimum Qualifications Required

Education and Experience:

Bachelor's degree in Business or Airport Management or a related field supplemented by a minimum of five years of experience that includes supervisory experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.

Licenses and Certifications:

Valid Wisconsin Driver's License

Pass FBI Background Check process per Airport requirements

Negotiation and preparation of airport leases and agreements;

PCI (Payment Card Industry) compliance standards;

FAA Financial Government Payment and Reporting and programs funded by FAA;

Ability to:

Perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework.

Successfully complete a FBI background check/security threat analysis and maintain unescorted access to the SIDA.

Establish priorities and adapt to quickly changing environment.

Organize and work independently without supervision.

Implement decisions based on such data, and overseeing the execution of these decisions.

Provide first line supervision.

Persuade, convince and train others.

Advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Utilize a variety of advisory data and information such as financial statements, building/equipment specifications, contracts, codes, regulations, statutes, procedures, guidelines and non-routine correspondence.

Communicate effectively both orally and in writing with subordinates, consultants, federal facilities managers and the public.

Analyze situations accurately and take effective action.
Define problems, establish facts and draw valid conclusions.

Manage staff; delegate tasks and evaluate staff performance.

Use independent judgment and initiative in making decisions, having a positive impact on the airport operation.

Travel occasionally.

Follow and understand complex oral and written instructions.

Make complex arithmetic calculations.

Interpret, coordinate and create building and land drawings/exhibits.
Establish and maintain effective working relationships with managers, supervisors, employees, tenants, vendors, contractors, utility providers, consultants, Federal and State agencies and the public.

Perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; may require the ability to perform mathematical operations involving basic algebra and geometry.

Apply principles of influence systems such as supervising, managing, leading, teaching, directing, planning, coordinating and controlling.

Exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Adhere to the Airport’s Security Program, TSA issues Security Directives, and badging requirements.

Work the required hours of the position.
