Position Purpose:

Plan, direct and coordinate the activities of personnel engaged in the purchase of materials and supplies; and in the distribution of materials and equipment to support the cooperative facility and distribution system field operations. Evaluates and purchases vehicles, equipment, support services, liability insurance coverage, contracts and other similar products and services to support the operations of the Cooperative.

Essential Functions:

  • Manages the Purchasing, Fleet and Warehouse Departments, ensuring centralized procurement and contract procedures are used throughout the Cooperative, while insuring a high-quality standard to materials, supplies, equipment and services.
    • Develop and implement purchasing and contract management policies and procedures.
    • Follow established policies and procedures in making purchases.
    • Ensure that materials, equipment and supplies purchased meet required specifications.
    • Maintain an open purchase order file. Monitor files regularly and expedite late orders.
    • Interpret the terms and conditions of RUS contract forms and adhere to procedures for formal/informal bidding.
    • Meet with managers to coordinate projected material, supply or equipment needs and to establish realistic time schedules.
    • Seek out and identify realistic alternative supply sources for primary and critical materials and supplies.
    • Maintain communication and good relationships with supplier representatives.
    • Review delivery schedules for materials and supplies take corrective actions for deliveries that fail to meet the Cooperative's needs.
    • Keep abreast of new and changing product lines, suppliers, and/or RUS specifications.
    • File claims for lost or damaged materials or equipment. Follow up on claims and maintain contact with supplier or carrier to get claims resolved.
    • Review the minimum/maximum inventory points and recommend adjustments as appropriate.
    • Keep purchases in line with budgeted amounts.
    • Monitor inventories at warehouse locations to maintain proper levels.
    • Coordinate with statewide organization with respect to storm response.
  • Partner with appropriate leadership team members to execute contracts and coordinate current and future purchasing needs.
    • Represent cooperative in negotiating contracts and formulating policies with suppliers
    • Prepare bid documents requiring board approval and execute contracts according to established procedures.
    • Coordinate special projects with engineering department to identify material requirements, quantities and time frame.
    • Coordinate the planning, preparation, and finalization of the contract process with the immediate manager, engineering and accounting.
    • Monitor contracts and coordinate purchasing needs for Sunny Point and City of Southport.
  • Coordinate the disposal of hazardous materials and surplus materials with Engineering & Operations.
    • Maintain records and coordinate the disposal of hazardous materials, such as transformer oil and old motor oil, to comply with state and EPA regulations.
    • Coordinate the sale of used poles and surplus materials.
  • General management responsibilities.
    • Perform annual performance appraisals, encouraging employee's growth and development.
    • Manage and organize operations to utilize skills and experience of the workforce to best advantage.
    • Plan utilization of facilities, equipment and personnel to meet current and future needs.
    • Establish operating procedures for each area supervised, encourage cooperative efforts among areas, evaluate personnel assignments and responsibilities, and ensure that area personnel receive physical and management support in achieving the Cooperative's objectives. Review workloads and operating schedules regularly.
    • Develop an annual operating budget for each area supervised and monitor actual expenditures to budgeted amounts.
    • Monitor staffing needs for areas of responsibility. Approve justified additions to the staff. Select direct reporting staff and review/approve other personnel.
    • Assess training needs among staff personnel. Identify training needs and coordinate training sources. Review and plan annual training needs.
  • Comply with Cooperative and state/local safety and operative regulations when operating a Cooperative vehicle and with FCC regulations when operating radio equipment.

Other Duties:

  • Detect faulty operations or materials and report all unusual conditions to the Operations Team.
  • Follow safety procedures and keep work area clean and orderly.
  • Perform other similar or related duties as assigned.

Qualifications:

Bachelor's degree and a minimum of 5 years related experience or equivalent combination of education and experience required

10 years related experience preferred
