RMD has an opportunity in its Advanced Sensors Maritime Program Area within the Advanced Technology organization for a Manager, Contracts. The Advanced Technology area focuses on key pursuits as well as development efforts that serve as the growth engine and front end of the business, critical to the future of RMD. The successful applicant will support the development of proposals, as well as management and administration of contracts, with the primary customer being the Department of Defense. Duties include analyzing Requests for Proposals (RFPs), conducting contract negotiations and providing general contract administration. The selected applicant will interface with multiple customers on contracting matters and ensure that proposed and negotiated terms and conditions comply with company policies as well as advise program management of contractual rights and obligations and means to mitigate contractual/program risks. Minimal travel may be required.
The position will be well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment. Your responsibilities will include developing creative approaches to solving problems while employing sound change management and communication skills.
This hybrid position (remote with periodic on-site support) requires the selected candidate to be within commuting distance from RMD’s facilities in Portsmouth, RI. Relocation assistance is available.

Responsibilities to Anticipate:
- Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies
- Professionally represent Raytheon Technologies on contractual transactions and work closely with customers to develop business relationships
- Act as a lead for the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration
- Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope
- Identify, mitigate, and drive the resolution of contractual issues as they may arise
- Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
- Provide guidance regarding contractual and business issues, advising management of contractual rights and obligations as well as possible mitigation of contractual/program risks.
Qualifications You Must Have:
- Bachelor’s degree in Business, Finance or related field
- 8 years of relevant work experience (or 5 years with an advanced degree) in an area such as contracts/law/supply chain/finance
- Experience with negotiation and administration of contracts and/or subcontracts
- Experience with US Government contracts
- The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Value:
- Existing DoD Secret/Top Secret clearance
- Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Ability to understand the financial aspects of contracts and risk quantification
- Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
- Experience working is a fast-paced environment, where prioritization is required to be effective
- Proven record of responsiveness with strong time management and organization skills
- Contractual acumen with proficiency in contracts fundamentals
- Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
- Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
- Juris Doctor a plus
