IT Specialist (INFOSEC) positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

  • Position is inside the bargaining unit.

Qualifications:

Applicants must demonstrate proof of meeting the minimum qualification requirements, that is, both the Experience and Specialized Experience listed below.

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit.

Specialized Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-11, in the Federal service. Specialized experience is defined as the following:

  • Demonstrated independent experience performing at least one of the following cybersecurity-related work: (a) IT security policy and procedures, (b) risk/vulnerability assessment, or (c) IT security incident detection and countermeasures.

Responsibilities:

BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of the Washington, D.C. area, you will have the option to temporarily telework to the maximum extent, subject to applicable pay regulations, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to work remotely or telework extensively with approval from your supervisor and if consistent with telework policies and mission needs of BLS.

This position serves as an OTSP Information Assurance Specialist. Duties include, but are not limited to the following:

1. Participates in network and systems design to ensure incorporation and implementation of appropriate systems security controls and policies, which ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.

2. Investigates breaches and improper use of BLS computer systems; including, as appropriate, the gathering, analysis, and preservation of evidence, as well as the development and implementation of necessary countermeasures.

3. Participates in the execution of annual third-party security assessments. These assessments typically include the use of external experts in the field of IT security in auditing key components of the Bureau's environment to ensure that they are configured in compliance with Federal statutes and regulations.

4. Serves as a leading BLS technical authority/resource for IT security by providing sound guidance, comment, and advice at internal and external settings of various types, including conferences and intra-agency groups. In addition, the expertise is used in ensuring the organization's review of all BLS proposals for new and modified IT systems and procedures to ensure and certify their adherence to required IT security requirements and best practices in the ever-changing IT security field.

5. Assists division management in their efforts to prepare IT security policy by performing discrete tasks associated with the overall policy development process, such as evaluating and recommending adoption, non-use, or use with modification of new or enhanced approaches to the operation of BLS IT systems.
