JOB SUMMARY
The Construction and Planning Specialist will work with the General Manager, Real Estate, and other key stakeholders from Nevada Operations and Government Affairs to support and manage large to small scale construction projects. The main focus being on phase management, compliance, contract oversight, and driving development from inception to completion. This position holds a pivotal role in guiding project teams with a keen eye for detail. This role will work on advancing new construction projects on all Northern Nevada properties, which may include: The 360, Black Rock Station, Granite Point RV Park, and Gerlach Estates. Some support will also be provided to large-scale maintenance and renovation projects that require complex permitting and/or zoning changes.
This role will leverage tools, such as Asana, to help create and track the timelines with site operations managers who work locally in Gerlach (who will then maintain oversight of projects on the ground). Additionally, the role will work closely with the property and project stakeholders, Government Affairs, and contractors to identify opportunities to expedite the permitting and zoning processes, as well assess risks to project timelines. The Real Estate Specialist, in collaboration with the Permitting Specialist, will lead after-action reviews and identify lessons learned from completed projects that could make projects more efficient in the future.
The Construction and Planning Specialist will be asked to define project requirements, budgets, and timelines of new infrastructure and will be responsible for the development of construction drawings (with appropriate professionals), request for proposals (RFP), bid evaluations, sub-contractor selections, etc. The successful candidate should have experience with rural and/or off-grid development in Washoe County and a deep understanding of the associated development code.
This is a regular, full-time role, based in Reno, Nevada, with periodic travel required to the Gerlach, Nevada area.

DUTIES & ESSENTIAL JOB FUNCTIONS
Construction Management (35%)
- Ensure all real estate portfolio projects are completed according to agreed upon timeline and budgets.
- Identify value engineering opportunities - working with the General Manager and Real Estate to execute required change orders and/or associated management requirements.
- Own full project lifecycle of new capital projects under $200k, including developing project requirements, budgets, and timelines.
- Ensure all work is conducted in accordance with policies and procedures, laws, and in support of objectives. Work cross-functionally with the Real Estate team members to stay up-to-date on current site conditions.
- Drive the request for proposal (RFP) and bid award process for all projects.
- Collaborate with project teams to ensure adherence to phase management and compliance standards.
- Supervise construction drawing development in collaboration with appropriate contracted professionals.
- Address and communicate any construction-related issues or conflicts that arise during project execution with appropriate stakeholders.
- Collaborate with the General Manager, Real Estate and other stakeholders, in crafting strategy for real estate initiatives, utilizing thorough market analysis and industry trends to inform decision-making processes.
Land Use Planning & Permitting (30%)
- Work closely with the General Manager, Real Estate, and the Government Affairs team to prepare and review permit and zoning submittals, monitor timelines, identify and mitigate risks, and expedite processes.
- Advocate for the project's needs and requirements with regulatory agencies and officials, as instructed by the Government Affairs team.
- Stay informed about changes to permitting and zoning regulations and requirements that may impact ongoing and upcoming projects.
- Collaborate with the Maintenance Manager and Government Affairs team members to ensure the proper permitting compliance procedures are established and followed for each current maintenance and renovation of project.
- Assist in researching and analyzing local land use regulations, zoning ordinances, and comprehensive plans.
- Support the development of land use plans and strategies to guide future development activities.
- Assist in preparing and submitting environmental impact assessments and other planning-related reports.
Administrative Process Management (25%)
- Perform, research, and prepare special reports, statistical summaries and analyses, correspondence, and public presentation materials.
- Ensure accurate and complete files are maintained for projects and appropriate closeout documents are distributed in a timely manner.
- Utilize project management tools like Asana to create and track timelines for construction projects.
- Collaborate with stakeholders to define project requirements and ensure alignment with organizational goals.
- Facilitate after-action reviews to identify lessons learned and improve future project efficiency.
- Develop and implement administrative processes and best practices to optimize efficiency
Other Functions and Responsibilities (10%)
- Be familiar with and act in accordance with Burning Man’s staff policies.
- Consistently exercise discretion and judgment in all work tasks.
- On-playa this role will provide support for the teams reporting to the General Manager and Real Estate teams. This support especially includes managing the logistics of the food and shower laminates, camping areas, etc. - including arrivals, departures, and any other support needs.
- Develop and maintain effective positive working relationships with co-workers, permitting agency staff, and other project team members.
- Perform other duties as assigned.
LEARNING AND TEACHING
- Knowledge sharing – Helps acculturate and educate junior staff in Burning Man culture and business processes.
- Learning – Pursues ongoing learning in their area of expertise, working to stay current on emergent knowledge, skills, and processes.
QUALIFICATIONS
Required
- Experience (3 years) with permitting, planning, and/or construction management.
- Experience (1 years) with Washoe County and/or Nevada State agencies, such as NDEP.
- Experience (1 years) with rural construction development.
- Ability to read and interpret construction plans and specifications.
- Ability to read and interpret zoning documents, permits, and associate applications.
- Ability to work in a structured and detailed way
- Functions effectively as part of a team
- Knowledge of construction processes, techniques, and materials.
- Knowledge of regulations, building codes, and safety standards
- Strong problem-solving skills and attention to detail
- Based in the Reno/Sparks Nevada area, with ability to travel to Gerlach, NV periodically for work - about 10%.
Preferred
- It is helpful if the candidate has previously been to Burning Man and/or is familiar with its culture.
- Experience working in remote wilderness and/or rural desert communities.

Individual compensation decisions are dependent on a variety of factors, including prior experience and geographical location. The anticipated salary range for this position is $60,000 - $75,000 annually.

- Off-playa: Work is primarily sedentary in nature; no special demands are required.
