The Project Controls Manager is responsible for the leadership, management and performance of a project controls department. The Project Controls Manager will assure that the reporting systems for project controls, the project controls roles and staff, and the tools used in project controls are developed, available and functioning according to enterprise Project Management Center of Excellence requirements.
The project controls department performs complex aspects of individual project estimating, scheduling, change documentation and cost control for reporting to leadership and clients. The Project Controls Manager is a critical position as the leader of the project controls group for the region. This position supports Project Managers and Project Directors on projects and programs of varying size and complexity. The Project Controls Manager will be expected to lead and direct the organization that performs reviews of project controls status (cost, contract, WBS, schedule, resource, etc.). This position is critical to the coaching and mentoring of Project Controls Specialists.
Lead the recruitment, development, training, retention, and performance evaluations of the project controls team.
Assist project teams in the execution of effective document controls for multiple projects through Procore, Autodesk Construction Cloud (ACC) and similar.
Create project dashboards using Project BI
Lead the development, implementation, and management of a reporting data warehouse to produce valuable project controls reports and data for multiple large projects.
Understand and assist construction self-perform projects in the Transportation, Water, and Transmission & Distribution market sectors.
Lead the presentation of Project Controls reporting at departmental and regional team meetings.
Participate in risk management exercises by helping identify and mitigate risk potentials to the project.
Perform quality control checks and inspections on project controls deliverables.
Participate in field audits to verify accuracy of reporting and processes.
Demonstrate excellent knowledge of Microsoft Excel, including pivot tables.
Lead and direct schedule development using critical path method scheduling techniques for new project pursuits through Primavera P6 and Microsoft Project.
Lead the development of effective scheduling reports for distribution to project teams and leadership.
Provide recommendations for schedule improvements and mitigation efforts to project teams.
Perform forensic schedule analysis using Schedule Analyzer or similar.
Evaluate and review project schedule critical paths with project teams.
Create and develop time impact analysis reports for use by project teams.
Develop, analyze, and validate project progress curves.
Lead the Interactive Project Planning Meetings (IPPM).
Lead the development of effective cost reports, cash flow reports and cost forecasts for multiple projects.
Participate in preconstruction estimating to assist with validation of project budgets prior to submission.
Interface with Project Management Teams and the Accounting Department to review project costs and contingency costs.
Validate the accuracy of cost management and forecast reporting by project teams.
Support external auditing processes.
Analyze and validate cash flow reports.
Manage BIM/VDC personnel and assist in the development and deployment of other construction technologies to project sites.
Manage the incorporation and linking of project schedules to project 3D models using Synchro
Ability to travel up to 25%

Responsible for engineering, procurement, and construction planning, scheduling, logistics and cost control.
Serve as a point of contact for technical questions from the project team.
Validate the accuracy of cost management and forecast reporting.
Interface with the Project Management Team and Accounting Department to review project costs and contingency costs and support external audits.
Lead the review of upstream (prime contract) / downstream (purchase orders & subcontract) change orders.
Analyze and validate cash flow reports.
Lead the presentation of Project Controls reporting.
Lead and direct schedule management involving critical path method scheduling techniques, estimating, project cost management, forecasting and document control for multiple projects.
Provide recommendation on schedule work arounds and mitigation efforts to the team.
Validate the accuracy of earned value management system reporting.
Qualifications
Bachelor Degree in engineering, architecture, construction, or related degree from an accredited program and 5 years related professional experience in design and/or project management Required or
applicable experience may be substituted for the degree requirement Required
Previous leadership and/or management experience is preferable.
Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
Position requires the ability to thoughtfully and positively influence, lead, and manage change.
Must possess strong project management skills and a strategic perspective.
Must be expert in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
