Hiring range for this position is $36,441.60 - $43,555.20. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 12.
General Definition of Work:
Performs responsible technical work in the processing of building permits; does related work as required. Work is performed under the regular supervision of the Chief Code Enforcement Officer.
Essential Functions/Typical Tasks:
Receiving, processing, and issuing, building, and other construction permit applications; assisting the public, contractors and designers through the plan review process; collaborate with multiple municipalities to facilitate plan review workflows; scheduling inspections; preparing and maintaining associated records and files; answering phone and walk in inquiries.

- Receives, processes and issues building, electrical, mechanical, plumbing, and other permit applications.
- Answers telephone and routes calls; answers questions and takes complaints from homeowners and contractors via phone and in-person.
- Receives, processes and issues building, electrical, mechanical, plumbing, and other permit applications.
- Schedules inspections.
- Uses Accela permitting system to issue, cancel and amend permits.
- Processes plan reviews in Accela.
- Updates licenses using state website.
- Uses multiple computer programs for research and permitting.
- Issues certificates of occupancy.
- Accepts and processes commercial plans for zoning and building permits.
- Conducts property research.
- Computes appropriate fees; balances cash drawer and processes daily deposit; forwards money to finance office.
- Operates office equipment, performs clerical, typing, and filing tasks.
- Scans documents.
- Conducts transactions with the public in matters requiring a knowledge of rules, procedures, policies, precedents and activities (zoning, building, flood).
- Directs customers to appropriate permit agencies.
- Notifies utility companies as appropriate.
- Serves as primary point of contact for general public regarding permitting process.
- Performs related tasks as required.
Knowledge, Skills and Abilities:
General knowledge of permit processing; general knowledge of departmental programs, policies and procedures; ability to perform a considerable volume of detailed record work; ability to type accurately and at a reasonable rate of speed; ability to establish and maintain effective working relationships with associates and the public; ability to multi-task in fast-paced environment; ability to learn and retain various rules and regulations including but not limited to zoning ordinance, building code and flood plan development ordinance.
Experience with Accela Civic Platform preferred
Education and Experience:
Any combination of education and experience equivalent to graduation from high school, some college coursework in a relevant field preferred. Experience in general clerical work and customer service.
Physical Requirements:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, kneeling, reaching, walking, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Special Requirements:
Must complete North Carolina Administrative Code Course (NCACC) within one year of employment. Geographic Information Systems (GIS) knowledge. May require early or late hours on occasion. Commission as a North Carolina Notary Public preferred.
