What You'll Get to Do:
The function of this role will be to provide program support to the Naval Sea Systems Command (NAVSEA) Director of Civilian Human Resources (SEA10D) Staffing, Classification and Compensation Branch Manager. This position will work with Office of Personnel Management (OPM), Department of Defense (DoD) and Department of the Navy (DON) requirements to develop policy and procedural guidance for the NAVSEA Enterprise. Must be comfortable working in a hybrid virtual environment. This role requires flexible ninja skills, the ability to think strategically, execute tactically, and collaborate across many teams, levels, and locations.
More About the Role:
Support the Staffing, Classification and Compensation Branch Manager develop NAVSEA enterprise policy and procedural guidance that aligns with NAVSEA strategic direction as well as OPM, DoD, and DON requirements.
Research and provide policy and procedural guidance and reference materials to human resources professionals on strategic recruitment, compensation, position management and classification, or staffing.
Stay abreast of developments and proposed policy/regulatory changes within the functional area as well as within serviced organizations. This includes government-wide initiatives, DOD working group activities, draft OPM guidance, pending reorganizations, mission changes, staffing reductions and increases.
Collaborate with the Human Capital Data Analytics team to perform program monitoring, oversight, and evaluation activities to identify human capital trends that warrant intervention, evaluation, or wider NAVSEA implementation.
Analyze workforce trends and develop recommendations and/or strategies to address the identified phenomenon.
Keep management advised on significant changes in personnel related policies, procedures, standards, and programs.
Assist in planning and leading human capital studies to better understand enterprise trends and recommend strategies to improve human capital outcomes.
Review HR office operations practices, policies, and adherence to high-level guidelines and provide recommendations for improvement.
Assist in planning and implementing NAVSEA enterprise human capital initiatives.
Provide program briefings to HR professionals, as necessary.
Respond to HR related data calls as necessary.
Provide cross-function support as necessary.
You'll Bring These Qualifications:
Knowledge of HR rules, procedures, and operational experience to perform a wide variety of interrelated and/or non-standard HR support work; plan, coordinate, develop facts and/or resolve support problems in one or more HR specialties.
Experience includes researching, analyzing, and interpreting human resources laws, regulations, principles, and practices to provide advisory services to management on staffing and recruitment matters.
Strong attention to detail and ability to work efficiently and possess strong time-management skills.
Self-starter/Resourceful/Accountable. Comfortable in a fast-paced environment with minimal supervision.
Professionally mature; able to interact with clients of all levels in a professionally mature manner.
Advanced written and verbal communication skills; able to competently craft presentations, emails, and documents for senior level customers, as well as speak articulately in front of senior level customers.
Strong relationship development skills.
Demonstrates strong critical thinking and problem-solving skills.
Conducts research and makes recommendations to clients.
Experience using Office 365
Resilient, flexible, comfortable with ambiguity, and able thrive in fast paced environment with enthusiasm
Familiar with Change Management principles and techniques
Bachelor's degree in Human Resources or Human Capital Management; or a related degree in Business Administration, Business Management, and Organizational Development Psychology desired.
These Qualifications Would be Nice to Have:
Experience developing federal HR Policy (staffing, classification, recruitment, compensation) and Title 5 experience applying, and implementing 5 USC, 5 CFR, and OPM policies and procedures.
