Overview
The Contract Manager supports the Director of Contracts and/or Program Manager(s) in overseeing proposal preparation, contract execution, and contract administration for commercial and government contracts. In providing this support, the Contract Manager assists in formulation of proposal preparation and contract administration plans; collects, monitors and reports on proposal and contract schedules, budgets, and deliverable requirements; and ensures report activities are executed in accordance with contracts and established procedures and practices. The Contract Manager supports the program team members and other staff functions on a regular basis in order to ensure compliance with contractual and company requirements. The Contract Manager is responsible for maintaining communication with and providing reports both written, email and oral to customers and company stakeholders on a regular basis regarding contract execution schedule, status and economic indicators, and strives to ensure stakeholder satisfaction and meet or exceed their expectations.
Responsibilities
- Proactively administer a variety of contracts (prime/subprime, government/commercial, domestic/international) and modifications thereto. Prepare and coordinate business correspondence, generate contract-related reports, and maintain accurate and complete contract files and records.
- Serves as customer point of contact for all contractual matters during all phases of contract formation and administration. Liaises with sales and service teams to provide advice on proposal and contract structure; consults with Director, Contracts for complex or high-risk contract terms.
- Identifies opportunities for process improvement, applying Six Sigma principles and concepts where appropriate. Participates in process improvement teams to develop or refine policies, procedures, customer interfaces, or other matters related to contracts formation and administration.
- Monitors and reports on customer contracts execution to support: Customer satisfaction, Achievement of company financial objectives, and Compliance with contract requirements and commitments.
- Reviews solicitations and terms and conditions, assists in risk analysis and assessments, participates in bid/no bid decisions, assists in proposal development and preparation activities. Negotiate Terms and Conditions, contract structure, payment plans, NDAs, Commerciality, and other contractual type documents. Reviews cost proposals, maintains cost and pricing data records for TINA compliance, supports fact-finding and DCAA and/or DCMA audits, and participates in negotiations.
- Supports Program Manager and remains actively engaged with (and serves as an integral member of) designated program teams. Participates in program reviews, monitors program performance (contract schedules, deliverables, funding, invoicing, and payments), and notifies program managers and directors of potential non-compliances or other problems that could have an adverse impact on the company. Recommends to program managers and directors contract solutions and strategies that will favorably impact the company. Effectively supports product line program manager with contract start-up and monitors scope of work for contract compliance.
- Identifies, manages and assists in negotiation of contract changes, and coordinates resolution of contract issues internally and with external customers.
- Provides advice and guidance regarding contract disputes, and actively participates in resolution of these matters.
- Ensures contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements. Creates and maintains internal structures and policies which ensure compliance with all State and Federal regulatory requirements.
- Ensures processes are executed on-time across internal and external organizations and information is passed to all needed parties.
- Reports on adherence to master plans and schedules that projects status relative to on-time completion and allocated budget.
- Updates stakeholders on a regular basis regarding programmatic statuses with written and oral communication.
- Works with program managers and management to ensure that an effective contract change management process is in place.
- Gather and report on program budget and schedule information with functional organizations and track progress, identify issues as required.
- Work with customer and internal functions to resolve any issues related to late payments or past due invoices.
Qualifications
Minimum:
- Bachelor’s Degree
- A minimum of 5 years’ experience working with federal, commercial and international contracts
- If candidate has a Master's Degree, 3 years of experience working with experience with federal, commercial and international contracts will be considered.
- This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a US person under US export laws or, eligible for approval for a U.S. Government export license. A US Person includes a US citizen, lawful Permanent Resident, refugee or asylee.
Preferred:
- Bachelor's Degree in Business Administration or Pre-Law
- Master’s Degree or other advanced degree (i.e. Juris Doctor)
- CPCM or CFCM certifications
- A strong working knowledge with the FAR/DFARS, ITAR, and commercial contracting regulations and requirements as a Contract Administrator to include knowledge of the implications of flow down clauses during proposal submission process
- Advanced knowledge of FAR/DFARS supply chain compliance requirements, and ability to independently identify areas of concern, negotiate clauses directly with customers, and mitigate contractual risk
- Demonstrated ability to independently analyze and navigate complex contractual scenarios, and confidently provide contractual guidance to internal customers on a regular basis
- Knowledge of program management techniques and tools
- Requires a dynamic, self-starting individual with good team working abilities
- Excellent verbal, written and cross-functional communications skills
- Demonstrated ability to work well with others in responsible positions at various organizational and functional levels, while exercising a high degree of tact, objectivity, and diplomacy to obtain and report on program objectives
- Possess demonstrated understanding of the importance of providing timely, quality support to customers while meeting the requirements of the contract
- Ability to obtain a Secret Government Security clearance
- Proficient in the full suite of Microsoft Office™ products - Excel, Word, Visio, Power Point, Project and Sales tracking databases
- Experience with databases, data management, SharePoint, workflows, and/or web design is desired.
Salary Range: $70,700 - $106,791 annually
