What are the responsibilities and job description for the Fiscal Manager position at Cahto Tribe?
The Fiscal Manager is responsible for the performance and reporting of all financial accounting contracts, and grants. The Fiscal Manager will comply with funding source regulations, laws and tribal fiscal policies and procedures to assure effectiveness and efficient management of the Tribe’s financial affairs.
1. Maintain, post and balances program books, ledgers, and bank accounts, including data entry into the tribal computer for all tribal service programs.
2. Prepare financial worksheets and reports and oversee the development, negotiation, and submission of the Tribe’s indirect cost proposal, Annual Funding agreement with the Bureau of Indian Affairs, and other federal grants and /or contract documents in a timely manner.
3. Oversee the Tribe’s various insurance policies and renewal process.
4. Prepare monthly, quarterly, and annual operating budgets and budget modifications.
5. Prepare all program reimbursement requests, advance requests, and financial status reports.
6. Access appropriate government portals for financial reporting.
7. Oversee all accounting processes and provide guidance and supervision to the finance department personnel to train, educate and enhance staff’s abilities and capacities to complete their work on an accurate and timely basis.
8. Prepare payroll tax reports and deposits as required by federal and state tax guidelines. Ensure compliance with all reporting and deposit requirements of applicable taxing authorities.
9. Prepare financial reports and statements for funding agencies.
10. Prepare written and oral financial reports and program status to the Executive Committee when required to do so and to the General Council at their regular yearly meetings.
QUALIFICATIONS
· Must possess familiarity with the history of the federal relationship with American Indian tribes including laws protecting the rights of Tribes as sovereign nations. Including but not limited to the Indian Self-Determination and Education Assistance Act of 1974;
· Must be able to work in a fast-paced work environment;
· Must be able to manage multiple tasks and competing priorities;
· Must demonstrate professional behavior at all times;
· Must exercise good judgment;
· Must be discrete and confidential.
