Association’s Mission: To lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.

Purpose of Position: To advance the mission of community health centers, the Legislative Advocate will: help to position CPCA and it’s affiliate, CaliforniaHealth Plus Advocates (“Advocates”) as a California leader in the health care industry and a driver of health equity before the Legislature. The Legislative Advocate serves as a lead around the development, management, and evaluation of legislation that enhances the capabilities of community health centers and consortia in their local health care delivery system as well as advances the work of the Association. In addition to communicating CPCA’s positions on legislative proposals, this position requires analyzing legislative proposals and assessing its relationship to CPCA policy. This position oversees the process for establishing official CPCA positions on proposed legislation and coordinating the advocacy strategy on legislation.

 

Primary Responsibilities:

  • Research and analyze legislative proposals
  • Communicate legislative and regulatory information to CPCA members and committees both in writing and orally
  • Write position letters to legislators, legislative and budget committees
  • Provide testimony at legislative and budget hearings on CPCA’s positions
  • Develop and maintain effective relationships with CPCA leaders, legislators, legislative staff, and other government officials.
  • Develop strategies to build and maintain identified interest groups and coalitions
  • Support CPCA governance by contributing, as necessary, relevant information to CPCA’s policymaking bodies
  • Assist communication and grassroots staff in developing medica and grassroots outreach tools on legislative priorities
  • Coordinate with other CPCA departments to ensure consistency across the organization
  • Staff internal CPCA committees, workgroups, taskforces, peer networks, or other governance bodies, as necessary
  • Engage in the organization’s 501(C )4, California Health Advocates in collaboration with the Vice President of Government Affairs and the Deputy Director of Political Engagement activities.

 

Skills and Abilities Required:

  • Develop a high level of expertise in assigned content areas to provide guidance and technical assistance to staff and Association membership.
  • Ability to manage multiple assignments with minimal supervision
  • Build and facilitate strong relationships for the purposes of advocacy
  • Strong speaking and written communication skills.
  • Effective interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors, and partners
  • Ability to grasp issues quickly and communicate their importance articulately and persuasively to the Legislature.
  • Work collaboratively with senior leadership and multi departmental teams.
  • Advanced problem solving, critical thinking, organization, and time management
  • Proficiency in Microsoft Office and web-based applications and platforms.

Education and Experience:

Bachelor’s degree and minimum of 3 years of experience in legislative and or related government activity, political leadership, or equivalent experience preferred. Experience with community health centers, member-driven associations, or non-profit organizations is also preferred. Experience will be considered in lieu of degree requirement.

 

Compensation: $109,567 - $121,099
