Summary
The Bureau for Global Health at the U.S. Agency for International Development (USAID) supports field health programs, advances research and innovation in selected areas relevant to overall agency health objectives and transfers new technologies to the field through its own staff’s work, coordination with other donors, and a portfolio of grants. The Bureau is USAID’s center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of child and maternal health and nutrition, HIV/AIDS, infectious disease, population, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs and influences the global health priorities of the U.S. private sector, U.S.-based foundations, other donor organizations, host country governments, and host country civil society organizations. It also serves as the primary source of technical expertise and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.
Office of Country Support
USAID's Office of Country Support (OCS) is the Bureau of Global Health's (GH) hub for providing integrated technical and programmatic assistance to USAID Mission health teams. Serving as a bridge between USAID/Washington and Missions, GH/OCS coordinates across the GH Bureau and Regional Bureaus to streamline support to Missions. This support aims to assist Missions to achieve country-level development objectives; develop, implement, and monitor the quality of field programs and activities; meet Agency design, monitoring and reporting requirements; and facilitate Washington/Mission alignment of USAID health priorities. GH/OCS also supports the GH's Country Health Team System, which draws on GH staff expertise from across Bureau offices to monitor and address strategic, technical, and programmatic issues, working with mission health staff to improve country and regional programming. Over the past year, due to the staffing shortages at missions throughout the world, OCS established a Field Coordination Unit (FCU) to address the staffing needs of the field. The FCU manages several mechanisms that provide surge support to the Health Offices in missions throughout the world. These include GH-TAMS, PSC Rovers, FSO Rovers and the Health Firehouse PSCs.
The FCU will be adding a new cohort of Firehouse PSCs to the existing cohort, increasing the total to 15 PSCs. This cohort will require a great deal of support from the FCU, and the Program Coordinator will fill a critical role in supporting the COR in all aspects of the analytical and administrative program management.
Responsibilities
The Program Coordinator will be an essential member of the Office of Country Support and will report on a day-to-day basis to the Senior Advisor, Field Coordination Unit (FCU), within that respective organizational unit. The PC provides support to the team, performing a variety of both complex and routine administrative and analytical duties.
Responsibilities related to the Program Coordinator position will include coordinating with missions and Country Teams on filling short- and long-term coverage gaps and serving as the lead for knowledge management within the FCU. The Program Coordinator needs excellent organizational, financial and interpersonal skills. The Coordinator will be closely working with the Technical Advisor and the Senior Field Coordinator to keep track of multiple inter-related tasks and actions.
The Program Coordinator is responsible for supporting the work of the Field Coordination Unit, which manages the GH-TAMS contract, 8 Firehouse PSC contracts and the 4 Rovers. The position will ensure that the strongest possible long-term coverage is provided, which includes preparing, planning, and refining pre- and post-deployment documents and ensuring their timely clearance and execution.

Illustrative examples of possible tasks include:
- Responsible for contributing to the overall coordination of short- and long-term support and planning; technical oversight; implementation; and monitoring and evaluation of all FCU staffing support activities.
- Develops monitoring tools, templates, and trackers for the Firehouse PSCs and Rovers
- Initiates & monitors all pre-deployment processes (FACT, SEC,Travel, etc), including developing scopes of work, budgets, and justification memoranda for funding and implementation of FH/Rover assignments.
- Collects and analyzes data for reporting to senior management.
- Drafts documents to secure funding for GH-TAMS, the Firehouse PSCs and the Rovers, and oversees the relationships between missions, project staff and GH, as well as providing key technical/programmatic assistance in the implementation of activities.
- Ensures Global Health and mission priorities for health areas are met.
- Provides technical updates, briefers and presentations that describe the FCU activities and progress; prepares portfolio reviews and reports; reviews contractor documents such as annual reports and operational plans; and prepares responses to Q&As and other requests for information.
- Assists countries in developing their capacity to plan short- and long-term coverage activities. Closely coordinates and collaborates with missions to ensure effective support from the FCU mechanisms. Helps to align and integrate activities with missions to facilitate synergies and effective management of the health portfolio.
- Contributes public health expertise and participates in working groups to ensure effective coordination and implementation of the GH TAMS activities.
- Participates in relevant Firehouse and GH-TAMS project meetings, providing guidance and advising on projects and coverage support approaches.
- Advocates for programs and for funding required for achieving the desired outcomes within the GH health results framework.
- Provides technical and programmatic support, including developing and delivering presentations, and producing reference materials and talking points, as necessary, on the FCU’s staffing support work for informational, advocacy and coordination purposes as needed.

Qualifications
- Qualification at the GS-12 equivalent Program Coordinator level requires a minimum of Master’s degree and 5 years professional experience or Bachelor’s and 7 years or more of relevant experience in social science, public health, public policy, business or related discipline;
- At least 5 years of professional experience with two or more public health technical disciplines (such as, Maternal & Child Health, Nutrition, HIV/AIDS and Infectious Disease, etc.); job duties/responsibilities generally related to position description requirements.
- Strong organizational/administrative, analytical, and budget skills.
- Good judgment, excellent interpersonal and teamwork skills, and strong writing skills.
- Experience in international development and global health.
