Veterans Service Representative

Job Summary

Perform duties in the Cass County Veterans Service Office. Work involves assisting Cass County veterans and their dependents and survivors in obtaining federal and state benefits to which they are entitled. This professional-level work includes researching and interpreting a complex set of laws, rules & regulations pertaining to benefits, programs, and claims. Provide guidance and case management in the application for benefits, development of claims, and appeals to federal and state agencies.

Minimum Qualifications

• Must be a U.S. Citizen, and honorably discharged veteran as defined by the U.S. Department of Veterans Affairs.
• Must be able to receive national and state accreditation through the Veteran’s Service Administration within one year of hire.
• Bachelor's Degree (B.S. or B.A.), Human Services, Social Work, Medical Services, Law, Public Administration, Criminal Justice, or similar field.
• At least 2 to 5 years of prior VA claim experience is preferred and directly related work experience is needed to gain entry into the job.
• Analytical thinking and problem solving.
• Skill in business writing and editing.
• Skill in preparing and making presentations.
• Interpersonal communication skills and ability to work with clients, professionals and groups from a variety of demographic backgrounds, and mental and/or physical disabilities or challenges.
• Knowledge and use of PC/Iaptop, Microsoft Office Products, laser printer, photo copier, scanner and other various technological equipment and programs. Limited use of automobile from county motor pool, if needed.

Essential Duties and Responsibilities

• Ensure client confidentiality and adhere to disclosure regulations.
• Provide advice and interpretation on rules and regulations used by the US Department of Veteran Affairs in determining eligibility.
• Assist clients in obtaining required documentation to prove eligibility.
• Assist clients in completing necessary VA enrollment forms and annual enrollment maintenance forms.
• Interview clients to determine income, assets, medical expenses, war-time service and service-connected disabilities to establish eligibility.
• Represent and assist clients in Income Verification cases, as well as co-pay Waiver requests and Financial Hardship considerations.
• Collaborate with VA homeless, legal, vocational rehabilitation, supported employment and other VHA programs to maintain housing and financial stability.
• Collaborate with County Human Service Zone as needed.
• Enter and update client communications and work summary in VetraSpec Claims Management System.
• Includes two state trainings a year to understand rule changes, claims and other information pertaining to veteran advocacy
• Community Outreach and public speaking experience needed to advocate for the office and on veterans behalf.
