The purpose of this position is to develop and implement professional workforce safety programs, oversee, and track training for positions which require a commercial driver's license, customize training for operating and non-operating divisions (Customer Service, Sexual Harassment, Workplace Violence etc.) and emergency response programs/plans. This position conducts investigations related to incidents/accidents and Workers' Compensation and works with various departments to develop policies and oversee audits for SAFTI, PennDOT, USDOT and serves as the Chief Safety Officer for the FTA Public Transportation Agency Safety Plan.
Some pertinent responsibilities of the position are:
- Responsible for the review and maintenance of all items in the Public Transportation Agency Safety Plan including Safety Management Systems (SMS) employee safety reporting programs and safety risk management.
- Chairs Safety Advisory Committee and is a member of the Labor/Management Committee
- Serves as chief investigator for incidents/accidents and makes recommendations for preventative measures, manages agency Hazard Identification Risk Assessment Mitigation (HIRAM) process.
- Maintains a record of all safety and safety related incidents, prepares reports and monitors program effectiveness, reports activity as required by the Public Transportation Agency Safety Plan.
- Develops safety education and safety training programs; evaluates training needs; develops materials and conducts training sessions to meet CATA’s safety objectives including development and high level management of bus operator training program that includes the certification and recertification of road and line instructors, as well as training related to the maintenance and facilities areas of CATA’s operations.
- Completes regular updates to the Public Transportation Agency Safety Plan (PTASP) as required by regulation and standard operating procedures (SOP) documentation for this position.
- Works with the Fixed Route Operations Manager, the On-Demand Operations Manager and the Maintenance Manager on training needs and protocols, and these managers, along with the Human Resources Department to assure that employees holding a CDL or operating various equipment are approved to move from training to probationary employee status, and then approved to leave probation.
- Works with the Human Resources Department to manage the Light Duty program including updating job demands analysis and functional requirements evaluation, creating or updating policies and determining when an employee can safely return to his or her job.

Starting salary (dependent upon experience and qualifications) $70,888 - $83,500
