  • In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Appointment to the position will be contingent upon a negative applicant drug test result.
Minimum Qualifications:

To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: managing enterprise-wide identity, access, directory and authenticating services; creating, implementing and overseeing identity management systems in order to meet specific security needs; and conducting access and security audits to identify vulnerabilities within existing systems; and I have IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Information Technology Specialist (InfoSec), you will:
  • Serve as Branch Chief with the responsibility of directing and managing enterprise-wide identity, access, directory and authenticating services for the quality and integrity of the Identity and Access Management process.
  • Create, implement and oversee enterprise identity and access management systems (IAM) to meet specific security needs.
  • Develop and maintain CDC's strategies and designs and deploy identification standards for Federal employees, contractors and external partners.
  • Design, implement and deploy IAM services, perform identity attribute management, and manage identity governance for the enterprise.
  • Prepare and implement strategic and operational plans of actions to ensure that systems, procedures, staffing, support services and capacity are available when needed.
  • Design and deploy IAM strategies and solutions across a variety of platforms.
  • Provide a centralized directory service with oversight as well as visibility into all aspects of CDC's user base.
  • Conduct access and security audits to identify vulnerabilities within existing systems.
  • Provide leadership and managerial direction to subordinate staff responsible for providing information security management and the rigorous application of cybersecurity/information assurance policies, principles, and practices in the delivery of planning and management services to all components of the enterprise.
  • Direct, oversee, and coordinate the program segment through subordinate supervisors and/or team leaders.
  • Plan work to be accomplished by subordinate supervisors and/or team leaders and adjust priorities accordingly.
  • Meet with officials of other organizations/units and provide advisory services to management officials.
  • Make major recommendations in the areas of significant internal and external program accomplishment, policy, and overall effectiveness and efficiency of operation.

Salary : $136,908 - $177,978
