PERMIT TECHNICIAN NEEDED ASAPThe Town of Corte Madera (CA) is recruiting for the position of Permit Technician to work within the Town's Community Development Department in the Building Division. We are seeking to hire a person to provide high quality customer service in a fast-paced environment. This position performs a variety of technical and clerical duties to support the permitting process. This includes accepting, reviewing, and tracking applications and assisting the public by answering questions and directing them to appropriate staff or other resources to fulfill their needs. Experience with permitting software and knowledge of the building permitting process is highly desirable. Spanish language skills are also highly desirable.This recruitment is OPEN UNTIL FILLED, with first review of applications scheduled for the week of April 1, 2024. Best qualified applicants will be invited to an oral panel interview.DEFINITIONTo provide technical, administrative and clerical support to the Community Development Department; to provide assistance to the general public at the front counter; to receive and review building permit applications for completeness and accuracy; to issue building permits with management approval and oversight; to manage the permitting software system; and to provide technical and clerical support to department staff.DISTINGUISHING CHARACTERISTICSThis is a journey-level class performing a full range of technical permitting functions requiring knowledge of building permit processes, including the legal aspects of building codes and regulations, and of basic zoning codes and regulations. Employees assigned to this class are experienced in providing technical and clerical support in a related field and are certified as a Permit Technician. Incumbents initially work under more immediate supervision, progressing to general supervision as the incumbent becomes able to independently perform the full range of duties associated with this class. After gaining departmental experience, employees are expected to work with a great deal of independence, exercising judgment and initiative in problem solving, while recognizing their limits of authority and expertise and referring complex matters to management. Employees may receive only occasional instruction or assistance as new or unusual situations arise, and are expected to become fully aware of the operating procedures and policies of the department.SUPERVISION EXERCISED AND RECEIVEDExercises no supervision; may provide technical assistance and oversight to lower-level staff and/or contract/temporary staff. Works closely with other department representatives and the public. Receives general supervision from the Building Official and oversight from the Community Development Department Director.

EXAMPLE OF DUTIES
Assist the public at the front counter and on the phone; interview customers and determine their needs and assess the scope of their project; answer questions and provide information within specific guidelines or direct complex issues or inquiries to appropriate Town staff; provide forms, applications, and other materials; assist the public in completing application forms.Confer with and accurately advise members of the general public, property owners, architects, engineers, developers, other Town departments and others regarding Town policies, procedures and standards related to planning and building issues; provide and explain requirements of codes and ordinances.Assist contractors, engineers, architects, realtors, and homeowners in locating permit and parcel information, including zoning information; generate 300' radius labels using computer application and photocopy and mail public notices.Perform initial review of building applications, plans, and support documents for accuracy and completeness; interpret and apply applicable codes and procedures.Track and coordinate the plan review process to obtain approvals and/or corrections in a timely fashion; review, create and send correction letters; compile plans and documents for permit issuance, coordinate consultant plan review and inspection activities; process necessary paperwork; calculate and assess permit fees; issue permits; collect fees; record and file documents; enter inspection results, plan review and permit status records; prepare files for final inspections.Verify validity of contractors’ state licenses, business licenses, workers’ compensation insurance, liability insurance and property ownership.Participate in developing customer handouts and information packets related to construction, code and ordinance compliance; develop, write and maintain a comprehensive building procedures manual for permit processing.Perform general office duties; receive, compile, and organize information for the preparation of correspondence, documents, agendas, spreadsheets, and reports as assigned; post meeting agendas, reports and notices; photocopy and collate public hearing packets; maintain confidentiality of sensitive information and documents.Type technical correspondence, memoranda, labels, contracts, legal documents, and reports; format documents and check drafts for punctuation, spelling and grammar; make or suggest corrections to drafts; distribute copies of materials.Perform general clerical accounting duties; calculate fees and collect payments; input ledger information; prepare refund requests; prepare reports and graphs.Perform comprehensive reviews of file records for relevant construction histories for residential properties offered for sale; prepare and maintain records; enter and retrieve data; produce various documents, summaries and reports utilizing standard and advanced equipment and computer functions and programs, developing formats and manipulating data to achieve desired results.Maintain Department files; file copies of permits, letters, memoranda, reports, construction plans, and associated documents for microfilming in accordance with Town policies and procedures; ensure compliance with records retention system procedures.Schedule inspections; assist the Building Official and planning staff in locating files and permit information and resolving discrepancies with construction projects; assist with the gathering of data for inspection reports and investigations.Stay abreast of related trends, laws, and regulations; attend classes required for certification and/or renewal.Gather, compile and summarize information from a variety of sources to prepare data reports, budget reports and routing reports.Maintain inventory and stock of office supplies for the assigned area.Perform duties as needed as a designated Disaster Service Worker during natural and manmade disasters and emergencies or during times of war as required of all public employees per California state law.Perform other related duties as assigned.

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to lift and move packages of moderate weight up to 20 lbs.; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing, filing, data entry, and/or use of calculators, ten-key adding machine, or other office equipment or supplies; may involve extensive video data terminal (VDT) exposure.APPLICATION AND SELECTION PROCESS: This recruitment is OPEN UNTIL FILLED, with first review of applications scheduled for the week of April 1, 2024.
