What are the responsibilities and job description for the Lieutenant position at Charlotte County BCC?

This is supervisory operational and technical work in fire fighting, and emergency rescue activities as a Company Command Officer.  Work involves responsibility for directing the activities for Fire Fighting personnel at the scene of a fire, including their safety, for the effective and efficient extinguishing of the fire. A primary responsibility of employees in this class involves conducting pre-fire surveys of buildings and other installations within a designated area of the District.  Duties also involve participation in the selection, placement, training, safety, and discipline of subordinates.  Although new or unusual problems may be referred to a superior for advice and assistance, work is ordinarily performed independently following well-established procedures.  Work is performed under the supervision of a superior officer and reviewed through conservation, observation, and analysis reports.
 
ESSENTIAL RESPONSIBILITIES:
 
  • Plans and executes work assignments of fire company personnel on an assigned shift.
  • Responds to fire alarms as Commanding Officer and, as such, is responsible for the supervision, performance, and safety of subordinates; directs the fire fighting and rescue operations.
  • Supervises and participates in pre-fire surveys in buildings and installations within a designated area; prepares a floor plan locating there in features, fixtures, and apparatus important to fire suppression attack.  Refers unusual fire hazards to the attention of the fire Prevention Division.
  • Participates with superiors in the training, safety, appraisal, and discipline of subordinates.
  • May assist in conducting fire prevention programs which include making talks, showing films, etc., to civic clubs, schools, and other organized groups.
  • Prepares reports and maintains records.
Minimum Education and Experience:
  • High School Diploma or equivalent
  • Seven (7) consecutive years of experience as a full-time, paid Firefighter/EMT and/or Firefighter/Paramedic in a department of comparable service level as Charlotte County Fire & EMS
  • Five (5) years of service with the Charlotte County Fire & EMS Department
  • No disciplinary action having resulted in suspension without pay during the one (1) year prior to testing
  • Completion of a three (3) credit-hour, Department-approved, Supervisory/Management course
 
Licenses and/or Certificates:   
 
  • Possession and maintenance of a valid State of Florida Driver's License
  • Florida State Firefighters Certificate of Compliance
  • Florida State Emergency Medical Technician Certification or Paramedic Certification
  • All of the following certifications issued by the Florida State Fire College
    • Fire Officer I
    • Fire Apparatus and Pump Operator
    • Instructor I
  • Considerable knowledge of the federal and state laws and County ordinances that pertain to fire prevention.
  • Considerable knowledge of the mechanical, chemical, and related characteristics of a wide variety of flammable, explosive, and similar properties.
  • Considerable knowledge of the modern fire fighting, rescue techniques, and first aid.
  • Considerable knowledge of the operation and maintenance of fire fighting equipment, apparatus, and specialized material.
  • Considerable knowledge of fire department policies, rules and regulations.
  • Knowledge of the geography of the County, including principal buildings and hydrants.
  • Ability to supervise and train personnel and to direct them under emergency situations.
  • Ability to react quickly and calmly in emergencies and to direct work of subordinates in emergency situations.
  • Ability to locate and diagnose existing and potential hazardous conditions in buildings and installations.
  • Ability to establish and maintain effective working relationships as necessitated by the work.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Must be a non-smoking person if hired on or after October 1, 1988.
Working Conditions:   Exposure to changes in temperature and humidity, cramped body positions, sustained positions.
 
Risk/Safety Conditions:  Constant exposure to chemicals, insects, unprotected heights, work around moving machinery; exposure to dust, gases and fumes; excessive noise levels, electrical hazards, slippery and irregular surfaces.
 
Physical Activities:  Heavy physical stress on the back, i.e., frequent heavy lifting of over 50 pounds.  Constant speaking and hearing, detailed inspection, reading, editing.  Very frequent standing, walking, bending/stooping, climbing ladders, stairs, and hills.   Frequent sitting, pushing, pulling and/or digging, reaching over the head, kneeling, crawling, typing/CRT (attention to detail).
