OBJECTIVE:
Under the direction of the Public Works Superintendent and the Township Manager, the Highway Superintendent will be responsible for the maintenance and repair of all Township highways and roads, including but not limited to snow removal, repair and construction and maintenance of equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Plan, organizes and administers seasonal and routine maintenance of an extensive highway system consisting of approximately 100 miles of roadway,
2. Will coordinate and manage all paving and maintenance of Township streets and roads; snow removal, leaf collection, storm and sanitary sewers, traffic signs and markings; and other special construction projects, as assigned,
3. Coordinates all highway maintenance programs; evaluates effectiveness of highway system
4. Formulates, updates and implements annual highway maintenance schedule
5. Schedules work for completion and assigns highway crews accordingly; documents and maintains record on behavior, work habits, performance and abuse of company equipment timely reports offenses and prepares written warning notice per bargained procedures
6. Prepares daily payroll timesheets and submits to the Fiscal Affairs Department
7. Encourages and motivates highway personnel to uphold and practice safety standards, policy and procedures
8. Supervises the maintenance of all flood control projects and streams within the Township
9. Supervises weed control involving highway traffic islands and roadways; coordinates weed control projects with the Health Director
10. Regularly inspects highway work performed; identifies unsafe conditions and determines
maintenance needs
11. Maintains inventory on equipment, materials and supplies; prepares purchases requisitions;
makes recommendation for the replacement and purchase of new highway equipment
12. Coordinates with employee, department Superintendent, clerical staff and Human Resources Office the supervisory responsibilities for reporting a job-related injury or illness
13. Inspects Highway vehicles and equipment for defects; records inspection results; coordinates
and schedules required repair work
14. Submits monthly reports to the Public Works Superintendent and to the Township Manager
15. Interacts and coordinates with organization departments highway maintenance matters
16. Investigates highway maintenance complaints; takes appropriate action to resolves
17. Provides input in the preparation of the annual budget relating highway activities
18. Assists with the screening of candidates to staff personnel at the Public Works Facility
19. Maintains a daily log of highway maintenance activities, including a records of sanitary sewer backups and problem areas
20. Establish and maintains cooperative planning and working relationships with the School
District personnel, local agencies and organizations involved with highway maintenance
21. Attend self-improvement job-related training sessions and seminars
22. As scheduled, performs weekend on-call rotation duty, as part of a regular rotation team
for Township emergencies and snow storms
23. Performs all other duties as assigned
QUALIFICATIONS:
· High School Diploma
· Eight (8) years of public works highway and roads construction, maintenance and repair
· Four (4) years of crew supervisory experience
· Experience in motor vehicle maintenance
· Municipal background in highway and road construction and maintenance preferred
· Demonstrated PC abilities, a plus
· Valid PA Class A CDL Drivers License with Tanker Endorsement
· Skilled in the operation and maintenance of highway trucks and equipment
· Comprehensive knowledge of highway maintenance and construction principles and road maintenance; knowledge of State and County legislation governing road and highway construction and maintenance
· Knowledge of the operation and maintenance of various road construction and equipment
· Knowledge of methods and materials of construction related to storm drainage and road repair
· Knowledge of the legislation, principles and management of public highways and roads
· Ability to manage, schedule and supervise a staff
· Ability to project and plan
· Must be detailed and deadline oriented
· Have knowledge of office procedures and the use of various office equipment
· Good verbal, written, communication and interpersonal skills
· Ability to read, understand, interpret and carry-out instructions
· Ability to function effectively under pressure; and independent of supervision and
handle multiple tasks
· Ability to exercise sound judgment in making decisions
· Ability to handle sensitive issues with diplomacy and confidentiality
PHYSICAL DEMANDS:
· Must adhere to daily work hours of Monday-Friday; 7:00 a.m to 3:30 p.m; and on-call hours, as needed; and week-end rotations, as required
· Maintains acceptable attendance standards
· Withstand variations in weather patterns
· Withstand temperatures of up to 100 degrees F, and humidity during summer months
· Possess hearing acuity
· Withstand exhaust fumes, odors from oil, fuel and various levels of noise
· Ability to safely operate automotive equipment; and use of all organization equipment
· Stand, walk, end, sit, stoop, crouch, kneel, twist, recline, lay, crawl, climb and balance
· Possess visual acuity (mid, far vision; depth perception; visual accommodation; color vision and field of vision)
· Able to lift, push and pull up to 50 lbs; and perform fine manipulation, as needed
· Work with moving machinery and equipment
· Understand and comply with Township safety standards, policy and procedures
· Execute job functions without posing direct threat to the health and safety of self or of others
· Accept participation in random test for alcohol and substances abuse
· Adhere to all rules, regulations; and maintains required licenses, certifications, registrations and the likes-there-of
