Job Summary
The primary function of this position is the negotiation and management of a wide variety of contract types for the Cherokee Indian Hospital Authority which involves implementation of all applicable policies and procedures; and assurance that contracts are compliant with all CIHA, Federal and Tribal guidelines. Most contracts are on a standard template, however, some contracts require special research and collaboration with specialized staff to insure the highest quality product at the best cost. Contracts are processed from the early planning stages through administration to close out and archive.

Job Description

  • Conducts market research
  • Develops formal requests and solicitations from vendors
  • Facilitates source selection
  • Provides notification to vendors of acceptance and makes offer to the vendor.
  • Works with vendor to complete contract in compliance with CIHA policies and procedures.
  • Manages multiple contracts with suppliers of commodities and services.
  • Tracks contracts and initiates renewal of contracts as they expire negotiating the best possible rates. Also negotiates contracts with new providers.
  • Evaluates and monitors contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
  • Responsible for making offers and following up on counter offers for services needed and negotiating the terms of those contracts.
  • Assists auditors, governmental agency employees, vendors, and others with questions and information.
  • Maintains all reports, records, files, and logs in accordance with requirements.

  • Performs all duties according to established safety guidelines and CIHA policies to include, but not limited to, direct patient contact within an office and/or hospital setting.
  • Performs other duties as assigned by supervisor.

Education/Experience

  • Bachelor’s Degree in Business Administration, Public Administration, Finance or related field required
  • 3 years’ experience in hospital and provider contract negotiations preferred
  • Other combinations of education and experience commensurate with the requirements of the position considered

Job Knowledge and Skills

  • Must have excellent written and verbal communication skills
  • Must have considerable knowledge of the principles of contract negotiations and general knowledge of business relations.
  • Must be proficient in the use of Microsoft Suites
  • Must have knowledge of a variety of acquisition instruments from the simplest fixed-price procurement to more complex cost arrangements
  • Must have general knowledge of requirements necessary to carry out health programs for American Indians and others eligible, as well as perform normal government contracting functions
  • Must have knowledge of cost and price techniques to evaluate offers and applications on the basis of competition, reports from auditors, and technical specialist, or other criteria
  • Have outstanding communication skills, strong negotiation and drafting skills, the ability to think strategically, and the desire to establish a “trusted advisor” relationship with clients and business partners
  • Must be able to work independently, with strong organizational skills in a team- oriented environment

Complexity of Duties
Deals with a variety of situations, which require planning and problem solving skills.
Must analyze situations and take appropriate action. Initiative and motivation are necessary to maintain accuracy and complete tasks efficiently.

Supervision Received
Incumbent receives administrative guidance and direct supervision from the Contracting
Manager.

Responsibility for Accuracy
Work is reviewed for accuracy, adequacy in terms of the broad objectives of the work and for compliance with agency policies and regulations.

Contact with Others
The incumbent not only has contact with the departmental Employees, but also works with department heads, physicians, administration, assistants and external service providers .

Confidential Data
The incumbent has access to highly confidential patient medical and personal information. The Privacy Act of 1974 mandates that the incumbent shall maintain complete confidentiality of all administrative, medical, and all other pertinent information that comes to his/her attention or knowledge. The Act carries both civil and criminal penalties for unlawful disclosure of records. Violations of such confidentiality shall be cause for adverse action.

Mental/Visual/Physical Effort
Work involves standing and sitting. Must be able to see, hear and communicate well with others. May occasionally lift more than 15 pounds.

Environment
The incumbent will have his/her own office with desk space and personal computer. May be required to attend meetings and other functions outside of the office. There are moderate risks of exposure to infectious disease, radiation, and other hazards.

Consistently demonstrates superior customer service skills to patients/customers by demonstrating characteristics that align with CIHA’s guiding principles and core values. Ensure excellent customer service is provided to all patients/customers by seeking out opportunities to be of service.

Pay: $24.55 - $27.99 per hour
