Job Summary:
Provides overall financial management to health finance staff for all financial matters involved in the administration and support of health care delivery following federal regulations, Tribal legislation, and financial resources policy.
Job Duties:
Establishes sound financial practices by developing and implementing systems for collecting, analyzing, verifying, and reporting financial information and managing health finance staff. Maintains sound financial practices by recommending and establishing internal controls. Establishes and maintains positive communications and relationships with appropriate federal and health program staff. Provides overall guidance to the health finance staff by reviewing and interpreting current finance and accounting procedures and applying observations and recommendations to operational issues. Recommends policies and procedures to ensure compliance with funding guidelines or requirements. Performs complex and special accounting and financial analysis as part of normal work assignments as directed by the supervisor. Assists in financial oversight by monitoring revenue and expenses, coordinating the collection, consolidation, and evaluation of financial information to calculate significant accounting estimates and prepare special reports. Reviews and analyzes work processes and recommend changes to improve and facilitate greater efficiencies. Provides management oversight and direction to the annual budget preparation process, including forecasting revenue estimates, assisting programs with budget requests, and ensuring compliance with Financial Resources budget policy and timelines. Performs financial analysis to determine the financial viability for new and expanded services. Manages day-to-day activities of assigned staff within the Health Services department; manages staff development plans and activities. Oversees and/or establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Maintains HIPAA compliance and confidentiality at all times and protect all personal health information as it relates to patient data. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Manages two (2) to four (4) subordinate supervisors directly supervise two (2) to four (4) employees in the Health Finance Department. Carries out supervisory responsibilities following the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications:
EDUCATIONAL REQUIREMENT
Bachelor's degree from a 4-year college or university in Accounting, Finance, or Business Administration; or six (6) years of related experience; or an equivalent combination of education and experience.
EXPERIENCE REQUIREMENT
An additional six (6) years of experience in a related field.
COMPUTER SKILLS
An individual should know Accounting software, Database software, Internet software, Order Processing software, Payroll Systems, Spreadsheet software, and Word Processing software.

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
Educated on and compliant with HIPAA regulations; maintains strict confidentiality of client information.
