Job Description
Performs complex professional work supporting the Transportation Research, Analysis and Programming Division and provides coordination and oversight of technical research, data, and programming data to align and advance the region’s long-range plans and policies.
ESSENTIAL FUNCTIONS:

Provides supporting management responsibilities to the Deputy Executive Director (Deputy) of Transportation, Research, Analysis, and Programming Division and serves as the Deputy in their absence.

Coordinate and oversee professional development, internal communications, team building and performance management.
-
Assists with administrative needs of the division including but not limited to, developing the annual budget and work program, support for project managers, and reports on annual division goals.

Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures; or coordinates mission-critical enterprise-wide functions or serve as a lead assigning work and monitoring work completion, as assigned.

Serves as a consultant in area of expertise, consulting on trends, strategies, potential risk factors, and best utilization of data and findings; serves as technical lead in area of assignment; provides guidance to planning partners and stakeholders.

Manages large, enterprise programs of projects including program planning, workflows, proposal writing, project scoping, consultant selection, budget administration, and progress updates.

Oversees the preparation of technical documents including grant applications and model documentation.

Manages teams working on large data sets; oversees the gathering and analysis of data; oversees data updates; leads forecasting and modeling efforts; summarizes data and uses software, mapping, visuals, and other techniques to present findings.

Aligns research, analysis, and programming resources to support Agency goals.

Maintains a comprehensive knowledge of the long-range plan recommendations and supports advancement of key performance indicators from the plan through staff work.

Provides oversight and leadership to multiple independent or team projects and programs to achieve high quality deliverables.

Establishes and maintains positive relations with internal and external constituents.

Regularly contributes to enhancing teamwork and collaboration both within the division and across the agency leading internal initiatives through workshops, working groups, and task assignments.

Contributes to strategy in external outreach for effective community and stakeholder engagement.

Participates in agency trainings, workshops, and seminars and seeks out additional opportunities to advance knowledge, skills, and abilities to perform the agency's work.
EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education and experience will be considered

Bachelor's degree in urban planning, geography, economics, data science, statistics, engineering, environmental science, or a related discipline.

A minimum of ten years of professional experience with data collection, quantitative analysis, and technical research.

A minimum three years of personnel management experience leading and supporting a team of direct reports.
KNOWLEDGE, SKILLS AND ABILITIES including competencies that may be representative but not all inclusive of those commonly associated with this position.

Ability to evaluate and present complex ideas effectively orally and in writing.

Ability to provide project management and programmatic oversight to complex research, data collection, analysis, and other technical information to support agency goals and objectives.

Ability to analyze data, develop key performance indicators, and develop recommendations for improvement.
