Position Overview

This is specialized work in administering the School's leave and disability benefit programs.  An employee in this class is responsible for the development of the Leave & Disability Program’s goals, policies, and procedures as well as the management of the daily operations and supervision of the staff.  This position, plans, supervises, implements, and analyzes policies and regulations; ensures plan administration is in compliance with established laws and regulations; and advises high-level management on overall program operations and significant administrative issues.

 

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:

  • Leads in the management, development, evaluation, and modification of widespread activities, programs, and projects of the Leave & Disability Programs division; manages human and physical division resources with goal of maximizing the efficiency and effectiveness of the division.
  • Coordinates with appropriate offices, including Oracle HRMS and Payroll modules, for the integration of leave and disability functional requirements.
  • Administers and monitors LCPS participation in leave administration, worker compensation and ADA, including Short-term and Long-term disability plans, and other absence management plans available to employees.
  • Prepares informational materials and conduct orientation/information meetings; coordinates with payroll in accordance with policy and regulations, maintains benefits records; explores, selects, compiles, and summarizes leave and disability data; interprets and applies instructions and guidelines to specific situations.
  • Assists in the preparation of annual budget request for the division, including self-funded worker compensation, ADA, STD and LCPS disability programs.
  • Assists in the development and preparation of information, forms and processes relating to leave, ADA, Workers’ Compensation and disability benefits; oversees Specialists who educate employees on policies, regulations and leave benefit options.
  • Monitors legislative environment for proposed changes in applicable benefit regulations and ensures compliance with federal, state and local laws for leave and disability plans, including FMLA, ADA, OSHA and worker compensation.
  • Develops and participates in surveys and benchmarking studies for the purposes of analysis, reporting and metrics.
  • Responsible for leave and disability plan documents and monitors performance of vendors in conjunction with the Procurement office.

acceptable.

 

Education

Bachelor’s degree in Business Administration, Human Resources or related field

 

Experience

Five years in the administration of employee benefits programs

 

Knowledge, Skills and Abilities

 

  • Ability to communicate effectively, both orally and in writing
  • Working knowledge of integrated HRMS systems
  • Knowledge of principles and practices of disability and leave programs
  • Ability to provide varied benefits information, assistance, and processing services to employees
  • Proficiency in the use of the Microsoft Office suite of products
  • Advanced knowledge and experience with developing Excel spreadsheets and/or databases
  • Strong knowledge of human resources policies, principles, practices and trends
  • Ability to model behavior of high integrity, professionalism, and customer-focus
  • Knowledge of pertinent federal and state regulations, filing and compliance requirements affecting employee leave and disability programs

While performing the duties of this job, the employee is regularly talking, expressing or exchanging ideas by means of the spoken word. The employee must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

 

FLSA status: Exempt

Hiring Range: $97,100-$156,195

Months/Days/Hours: 12 months, 248 days, 8 hours per day

Reports to: Director, HRTD

Telework Eligible: Partial

Telework is defined as completing one's duties and responsibilities at a site other than one's assigned duty location. In order to be eligible for telework privileges, an employee must have demonstrated consistent, positive performance and have the support and approval of their direct supervisor. In addition, these employees must have reliable high-speed internet and a designated workspace that allows them privacy while completing sensitive and confidential work.  Employees who are non-exempt and are teleworking will work their required scheduled hours and gain approval from their supervisor if they work more than 8 hours a day or more than 40 hours in a workweek.  Teleworking privileges can be amended, changed, or revoked based upon the performance of the employee, as well as the needs of Loudoun County Public Schools.
