Position Summary : The Payroll Director reports to the Controller with occasional dotted line reports to the Deputy CFO and CFO.

The role oversees the payroll functions of the agency with the assistance of two direct reports. Responsibilities of the Payroll Director include processing a bi-weekly payroll;

payroll taxes, maintaining and upgrading the internal control systems, while also serving in a consultative capacity on changes to the policies and procedures of the agency.

In consultation with other agency stakeholders, the Payroll Director designs short-term and long-term strategies for continuous improvement in payroll operations, which include guidelines and processes with regards to employee renumeration.

The Payroll Director’s responsibilities also include setting guidelines for all procedures around employee pay. The Payroll Director determines payroll liabilities by approving the calculation of employee’s Federal and State income tax and withholding taxes and benefits, along with the employer’s share of these taxes, unemployment and workers compensation ratings and payments, and ensures that Children’s Aid payroll remains in full compliance, updated and properly maintained.

Essential Duties :

  • Maintains a strong relationship with payroll vendor (currently PayPro and migrating to UKG Pro) regarding payroll issues, tax matters and other miscellaneous concerns to manage the planning and execution of payroll for approximately 1,700 Full-Time and Part-Time employees of Children’s Aid and its affiliated Charter School.
  • Fosters and maintains strong relationships with others across the agency.
  • Solves day-to-day operational problems of varied scope and complexity to ensure that payroll is processed accurately and timely in a time-critical operating environment.

Troubleshoots any timesheet reporting and payroll software or operational problems that may arise. Manages payroll discrepancies quickly and efficiently.

Manage the bi-weekly data integration of the third-party benefits vendors through invoicing review, EFT or wire transfer (i.

e. 403b retirement, Credit Union and multi-bank contributions, and Flex Spending etc.)

  • Has full knowledge of Department of Labor (DOL) guidelines to ensure compliance with internal and external policies by working closely with the Talent Management & Human Resources department and DOL.
  • Responsible for the quarterly reconciliation of 941’s totals with our internal controls against our year-end W2 totals.
  • Responsible for processing the quarterly payment of the state unemployment reimbursement charges, disability benefits and Paid Family Leave premiums.
  • Oversees processing of bi-weekly Payroll for an affiliate charter school operation with just under 100 employees and makes payments to all outside vendors.

Acts as Liaison to School Administrators regarding payroll-related issues.

  • Prepares workers compensation detail and line of work reports in preparation for annual audit of WC premiums, as well as prepares the year-end class code spreadsheet for the annual WC estimated payroll volume rate quotations.
  • Oversee the processing of the Agency’s PTO leave accruals and generates mandatory reports.
  • Supervises the retrieval of the required documents for financial and program audits.
  • Supervises the payroll staff in their day-to- day functions to ensure efficiency.
  • Prepare periodic and ad-hoc reports for management and key external parties (auditors, government agencies, private funders, reporting agencies, etc.).
  • Research, study, and analyzes new payroll procedures / systems to help make current processes more efficient.
  • Supports changing needs to help ensure the success of the department and organization’s payroll processes.
  • Proven ability to analyze and interpret source data used in payroll, and work with internal and external developers to ensure systems are configured properly.

Minimum Qualifications :

  • 4-year bachelor’s degree in business, finance, public administration preferred but not required.
  • More than ten years’ experience in the payroll processing for a mid-sized organization.
  • Commensurate formal education or hands-on work experience in a supervisory capacity.
