Job Description:


Job Summary:


The Shoreline Clean-up and Assessment Team (SCAT) Coordinator is responsible for providing shoreline cleanup recommendations, including requirements for SCATs and endpoint criteria. The SCAT Coordinator reports to the Planning Section Chief (PSC) and works within the Planning section functional area. This position will need to be located in Alaska, but can be deployed nationally to other incidents.


Supervisory Responsibilities:


  • This position serves as the Primary Supervisor for a team of direct reports

Job Classification: Part time, call when needed


Duties and Responsibilities:


  • Follows the direction of the PSC
  • Keeps the PSC informed of any potential problems or items of note
  • Evaluate the need for SCAT teams on the basis of linear mileage requiring surveys and number of shoreline divisions/segments.
  • Estimate the number of SCAT Teams required and determine their organization constituency.
  • Ensure that all SCAT Team members have the necessary training.
  • Develop daily assignments for each SCAT Team and arrange for equipment and transportation through the Logistics Section.
  • Describe shoreline types and characterize oiling conditions.
  • Consult the Resource at Risk (RAR) Technical Specialist (THSP) to ensure that SCAT activities and shoreline treatment recommendations (STRs) support Best Management Practices (BMP)s of sensitive resource protection.
  • Recommend high priority treatment areas based on risk to resources.

Required Skills and Abilities:


  • Excellent verbal and written communication skills required
  • Ability to team build and lead personnel required
  • Ability to compose and present comprehensive reports required

Education and Experience:


  • Successful completion if ICS 100, 200, 700, 800 and 300 is required
  • Successful completion of The Office of Spill Prevention and Response (OSPR) or the National Oceanic and Atmospheric Administration (NOAA) SCAT Course required
  • Successful completion of the OSPR Pocket SCAT Course required
  • Incident response experience is preferred
  • Experience as a SCAT Member preferred

Physical Requirements:


  • Prolonged exposure to sitting or standing for long periods of time
  • Able to work up 12 to 16 hours per day
  • Must be able to lift up to 15 pounds
  • Must meet the physical requirements of the position up to and including 14 day deployments

Salary: $52.12 per hour

Pre-employment Requirements:


This position may be contingent upon passing a security clearance, background check, drug screen, Motor Vehicle Record (MVR) review, or credit check after acceptance of an offer and prior to beginning work, due to the nature of the services Chloeta provides.


Drug and Alcohol Testing:


To enforce Chloeta’s Drug and Alcohol Testing Policy, an employee or candidate could be subject to undergoing a drug screen and/or alcohol testing during or at the beginning of employment.


Fair Credit Reporting Act (FCRA):


Under the FCRA, Chloeta may request a credit check during the onboarding process. A written authorization form will be required before obtaining credit records.


Emergency Response:


Every Chloeta employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official Duty Station, and may include duties other than those specified in the employee's official Position Description (PD). Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
