Cinq Tech Services is actively looking for a Utility Locating Technician for one of our partners On The Mark Utility Locating Services, Inc. in Rochester, NY.
Program management responsibilities for organizing programs and activities for OTM. You will be tasked with developing programs to support the organization's strategic direction, as well as creating and managing long term goals.
You will also be in charge of developing budgets and operating plans for programs and writing RFPs/RFQs.
Essential Duties and Responsibilities The essential functions include, but are not limited to the following:
- Organizing programs and activities in accordance with the mission and goals of the organization.
- Developing new programs to support the strategic direction of the organization.
- Creating and managing long-term goals.
- Developing a budget and operating plan for the program.
- Developing an evaluation method to assess program strengths and identify areas for improvement.
- Managing a team with a diverse array of talents and responsibilities.
- Ensuring goals are met in areas including customer satisfaction, safety, quality and team member performance.
- Implementing and managing changes and interventions to ensure project goals are achieved.
- Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
- Producing accurate and timely reporting of program status throughout its life cycle.
- Analyzing program risks.

On successful Request for Proposals/Quotes (RFP/RFQ):
- Develop/manage a detailed project plan (of schedule, cost & quality) to track progress monthly.
- Develop/manage a detailed budget plan and track/manage expenses
- Ensure resource (people & dollars) availability and allocation
- Coordinate internal resources and third parties/vendors for the flawless execution of projects.
- Ensure that all projects are delivered on-time, within scope (on performance) and within budget
- Use appropriate verification techniques to manage changes in project scope, schedule and costs
- Measure project performance using appropriate systems, tools and techniques
- Develop and maintain good client and stakeholder relationships
- Perform weekly audits to minimize project risks (i.e. weekly audits)
- Establish and maintain good working relationships with third parties/vendors
- Create and maintain comprehensive project documentation
Minimum Qualifications (Incl. Knowledge, Skills and Abilities)
- Prior project management/supervision experience
- Excellent client-facing and internal communication skills
- MS Office (Word, Excel & PowerPoint) skills and Excel, in particular.
- Solid organizational skills including attention to detail and multi-tasking skills
- Interpersonal communication skills
- Ability to work independently and complete daily activities per daily work schedule
- Strong oral, written and verbal communication skills
- Ability to understand, follow and transmit written and oral instructions
- Proven reliability, can meet attendance schedule with dependability and consistency
