The Capital Planning team within Citi Treasury is responsible for all aspects of capital analysis, forecasting, and planning for Citi, including providing programmatic leadership for the firm's capital ratios; Basel Risk Weighted Assets (RWA); CCAR; and Recovery & Resolution Planning. The organization spans the full capital planning continuum, with the Head of Capital Planning reporting to the Citi Treasurer.
The Capital Planning team has created a dedicated Quality Assurance function, headed by a Managing Director, that articulates how and why Citi can take confidence in the outputs of its capital planning processes. This is an essential function to maintain the requisite level of transparency and accountability throughout the end-to-end capital planning processes, which over time must be harmonized between all points of the stress continuum, from BAU (including spot RWA) to stress (CCAR) to severe stress (Recovery), to the ultimate resolution of the firm. The Capital Planning Quality Assurance (CPQA) function is responsible for two key aspects of capital planning: 1) understanding, contextualizing, aggregating, synthesizing and reporting the key Assumptions, material model Limitations and Weaknesses (collectively, ALWs) across Citi's capital planning processes, with a specific and immediate focus on spot RWA and CCAR; and 2) ensuring sufficient quality assurance and other compensating controls are in place to effectively mitigate the impact of any such key Limitations and Weaknesses.
Historically, the firm's controls over consumption and usage of data has been a weakness across multiple disciplines that fall within the responsibility of Capital Planning, necessitating the creation of compensating controls over time. Rationalizing and ultimately remediating these compensating controls with strategic solutions is a critical focus area in the firm's strategy to resolve the concerns raised in the recent Consent Orders.
This role will support the Head of CP Data Architecture and contribute in developing an integrated strategy to build a holistic approach to improve the data produced and utilized by Capital Planning processes. This is a critical role that will work horizontally across the processes centrally owned by Capital Planning (notably, Spot RWA and CCAR) to help develop techniques to ensure that the Capital Planning data supply chain is transparent and subject to rigorous reporting and controls. This role will help guide the construction of both preventative and detective controls to ensure that the control environment covers both inputs to, and outputs of, the processes owned by Capital Planning.
As this new Remediation team is built, it will focus on the following critical areas of focus to facilitate the transparency, confirmation and remediation of the data inputs to, and data outputs from, core Capital Planning processes:
Upstream supplier management
E2E data supply chain remediation
Establishment and eventual remediation of compensating controls
Process flows (lineage/tracing) through the data architecture
This is an important "build the bank" role that will provide exposure to senior management and will partner extensively with colleagues across Finance/FRSS; Independent Risk Management; the RWA supply chain; the CCAR and RRP workstreams; 2nd line of defense functions including the Capital Planning Review Group; and front office business lines. Ability to work under pressure to meet tight deadlines and excellent interpersonal skills are required given the interaction with senior managers.
**Reporting Structure and Responsibilities**
This role will include responsible for:
Supporting the Head of CP Data Architecture and the CP Remediation team to "tell the story" as to how and why Citi can take confidence in the data utilized by its capital planning processes and outputs; and how those processes can improve over time through the replacement of compensating controls with sustainable solutions
Advocate for and help drive a firm-wide data strategy that provides data consumers with the appropriate tools necessary to interact with data providers, consistent with the Data Operating Model.
Create cadence for routinely reviewing data quality (DQ) metrics and identifying opportunities for remediation at source.
Evaluate and escalate potential weaknesses in the end-to-end data supply chain that impact Spot RWA and CCAR.
Partner with dedicated teams in the CAO and Finance Transformation Office, workstreams and stakeholders to proactively help design solution for identified weaknesses or gaps in compensating controls.
Develop strong working relationships with process owners across the organization in support of a holistic framework in which the firm executes its collective capital planning responsibilities
Collaborate with FCDO and ECDO Data Teams to identify critical data elements and data lineage for data in motion and data in rest processes with a focus on impacts to Capital Planning outputs and deliverables and ensure compliance with the Citi Data Governance Policy.
**Qualifications**
An undergraduate degree is required.
4 years of proven experience in driving results with a strong understanding of the financial services industry.
Excellent communication skills, including well-developed verbal, written and presentation skills.
Must be able to quickly create concise, informative executive summaries for internal stakeholders that convey a well-developed "story" and advocate for a well-reasoned point of view.
Creative skills necessary to craft persuasive, well-researched narratives for senior consumption.
Outstanding analytical skills including the ability to assess data flows and identify root causes to identified issues
Aptitude for translating strategy into execution in a complex and cross-functional organization.
Strong attention to detail with proven ability to distil complex ideas into simple stories
Previous experience in Treasury, Controllers or audit functions is preferred.
Previous experience in data-related disciplines or process flow mapping is preferred.
Understanding of capital markets and/or institutional banking is a must.
Strong audit instincts and ability to apply independent judgment to historical business practices, with a proven ability and willingness to challenge the status quo.
A self-starter with ability to independently manage work and drive multiple deliverables concurrently.
Must have ability to stay ahead in a constantly changing environment.
Must be a change agent, ensuring others understand current direction.
