Oversees the commercial development permitting process.  Mediates public concerns and maintains customer contact throughout the life of the permit process.   Reviews applications for completeness, monitors the permit application through the review process, issuance, inspections, and issuance of a certificate of occupancy or completeness.  

 

The primary work schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.


Salary Disclosure:  Starting Salary:  $21.71 hourly plus benefit and retirement options; Pay Range $21.71 - $31.64 hourly. Pay Grade: 112
 

EMERGENCY RESPONSE/RECOVERY ACTIVITIES

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.  Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

  • Interacts and speaks frequently with customers and members of the public to address questions and issues.
  • Schedules and chairs pre-application meetings.
  • Performs research on property records and verifies ownership and creates hard copy files.
  • Meets and interacts with architects, engineers, consultants, attorneys, contractors, and administration.
  • Serves as a liaison between applicants and technical review team for non-residential applications.
  • Reviews permit applications for completeness.  Mediates outstanding issues on applications, resolves expired applications and permits.
  • Routes applications through necessary divisions for review.  Monitors progress of applications and apprises customers of such.
  • Prepares and completed approved building permit packages for issuance.
  • Schedules and monitors compliance and reports code deficiencies.   Manages projects in compliance, notifies applicants of deficiencies and requests further information if necessary.
  • Conducts final processing reviews, verifies, and calculates fees and creates promissory notes.
  • Responds timely to inquiries regarding nonresidential projects at all stages of the permitting process.
  • Performs other duties as required.

Education, Training, and Experience

  • Associate degree or education and training equivalent to two (2) years of college education.
  • Five (5) years of office experience. 
  • Previous experience in commercial development, building permits, and planning, preferred.

 

Certificates, Licenses, Registration, Skills

  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Excellent customer service skills, communication skills and strong attention to detail required.
  • Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility. 
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System


Physical Requirements/Work Environment

  • Requires sitting most of the time.
  • The job involves frequent lifting and carrying up to 10 pounds.
  • The job requires frequent balancing, and occasional bending, squatting, and reaching above shoulders.
  • The job requires the completion of tasks that involve simple grasping, typing, and fine manual manipulation.
  • The job requires normal visual acuity and field of vision, color vision, hearing, and speaking.
