Total compensation includes a health insurance plan.

Position Description
Under direction of the Vice Chancellor for Finance and Administration, or their designee, the Senior Director of Payroll Services directs the operation of a full-service Payroll Division within a broad policy framework and is responsible for all functions and activities of Payroll Services for the San Francisco Community College District. The Senior Director provides leadership and direction in developing new programs and establishing organizational policies, priorities and objectives; directs and coordinates the implementation of program changes; serves as technical advisor; and performs related duties as required.

Job Duties
1. Oversees and directs the payroll operations for the San Francisco Community College District.

2. Ensures timely reporting and filing of accurate information to the CCSF Employees’ Retirement System ( SFERS ), Health Services System ( HSS ), Federal and State agencies, State Teachers Retirement ( STRS ), and California Public Employees Retirement System (calPERS).

3. Establishes and interprets District-wide policies and procedures for the Payroll/Personnel system and directs District-wide training.

4. Participates in the labor negotiations with employee organizations to determine feasibility, impact, and costs of new benefits.

5. Manages staff through subordinate managers including: assigning work, monitoring performance, and building functional teams.

6. Actively supports the Mission, Vision, and Core Values of the San Francisco Community College District.

7. Attends Board of Trustees meetings; make presentations and submit reports and action items related to Payroll Services.

8. Works with administrators, faculty, and classified staff to strengthen collaboration between instruction and student services to promote student success.

9. May serve as liaison for the San Francisco Community College District with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explain and justify District or administrative procedures, policies, or programs; negotiate and resolve difficult and complex issues and problems. Serve on District and state-wide committees as assigned including participating collegially on City College Participatory Governance Committees.

10. Oversees the District’s administration of 403b and 457 Deferred Comp. Programs.

11. Ensures timely reporting and filing of accurate information to federal and state tax agencies, tax sheltered annuity vendors, and reconciliation of all District liability accounts associated with taxes.

12. Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.

13. Participates in ongoing training on diversity, equity, inclusion and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted student groups and employees.

14. Perform other related duties as assigned.

Minimum Qualifications
1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds.

2. Earned Master’s Degree from an accredited institution and one (1) year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

Desirable Qualifications
1. Successful experience with BANNER Human Resources system.

2. Ability to speak and write effectively; interact effectively, courteously and tactfully with faculty and staff and the general public.

3. Demonstrated experience implementing payroll regulations resulting from complex and varied negotiations with multiple bargaining units.

4. Demonstrated experience working with on-line inter-active computerized payroll systems and experience communicating with computer programming professionals to achieve automated solutions for payroll needs.

5. Attention to detail with high standards for work products; highly efficient document production while meeting critical deadlines.

6. Multi-tasking with the ability to handle multiple priorities and projects in a timely fashion and with a sense of urgency necessary to accomplish tasks.

7. Working independently demonstrating responsibility for assigned tasks; completed on time and in a quality manner consistently.

8. Customer service with the ability to track and resolve customer issues until customer is satisfied in a calm, caring, and professional manner.

9. Demonstrated experience in team-based environment.

10. Ability to function in a leadership role.

11. Evidence of successful leadership experience at the university or college level of promoting a culture of inclusivity, equity-mindedness, diversity and anti-racism.

12. Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies and processes that restrict access for historically minoritized and disproportionately impacted students.
