Position Overview:
The IT Application Consultant for the Digital Workplace will be the technical team lead, providing guidance to Developers in building and delivering digital solutions using Microsoft Power Platform technologies. This position will work with the team and business units across City departments to understand and assess requirements to recommend and implement software solutions. Responsibilities include working with the team to develop and maintain the Power Platform Center of Excellence, Power Platform governance standards, as well as team solution development standards and processes. They will also research, recommend, and implement new Microsoft Power Platform technologies.
The ideal candidate will have experience in Microsoft Power Platform environment administration and solution delivery, use of Agile development methodologies, preparation for and use of new technologies, and will have a proactive approach to improving the customer experience. They are self-motivated and detail-oriented and have strong analytical skills, as well as excellent documentation, communication, and organizational skills. They must have a strategic mindset that will help to keep projects focused and on schedule to accomplish team objectives. This person is skilled in developing relationships within a team environment and collaborating on group efforts. They are also able to manage their own work while collaborating with and advising Developers.
Please note, this position is predominantly remote but will require staff onsite presence as operational needs arise. Beginning January 1, 2024, this position will be hybrid and may require three (3) days in the office. Must reside in Texas.

Preferred Qualifications
- Experience developing, maintaining, and troubleshooting digital solutions that support complex business needs with components built using the Microsoft Power Platform and SharePoint with SQL Server, SharePoint Lists and Libraries, or Dataverse as back-end data storage.
- Experience in governance and Center of Excellence development, preferably in relation to the Microsoft Power Platform, and a strong knowledge of Power Platform Environment administration and use of Power Platform administrative portals.
- Experience implementing and using agile software delivery methodologies and a strong understanding of Application Lifecycle Management.

Duties, Functions and Responsibilities

1. Lead application architecture, development, standards, system integration, quality, testing, or support/maintenance tasks
2. Provide technical leadership by establishing and communicating standards and processes to ensure total software quality throughout the development and operational lifecycle for applications or systems createdand/or maintained by a team of IT professionals
3. Establishes and communicates testing and validation policies, standards, processes, and procedures to ensurethe integrity of software quality assurance throughout the organization.
4. Lead internal audits to measure, identify areas of high risk, and assure adherence to established QA andsecurity standards
5. Work closely with project teams to understand and assess requirements and make implementationrecommendations for possible software solutions
6. Work closely with application development teams to ensure portfolio of applications is consistent withmodern industry best standards/practices, is maintainable with available resources and systems, and make technical roadmap recommendations
7. Create test strategy and oversee execution of test plans and test scripts for software development,integration, upgrades, enhancements, fixes, and operations/maintenance including: functional, regression,system integration, load, performance, compliance, and user acceptance
8. Review and analyze formal test results in order to discover, track, and help resolve defects, variances, andconfiguration and functionality problems, and to identify improvements
9. Plan and manage application maintenance processes and activities including provisioning, disaster recovery, proactive troubleshooting, performance monitoring and problem management
