The City of Bangor is sourcing for and individual to fill an open position as the Manager of Airfield Operations, responsible for the supervision of the airfield maintenance and airport operations divisions, with primary duties related to maintaining FAA part 139 compliance.
**
DUTIES:
Assists with scheduling, supervising, and overseeing work crew and employee assignments for Airfield Maintenance and Airport Operations Officer divisions.
**
Serves as Airfield Operations/Operations Officer Lead; assists with FAA training for Operations Officers; provides guidance and direction to Operations Officers, Airfield Maintenance Supervisor, Assistant Airfield Maintenance Supervisor and Airfield Technicians for compliance with FAA regulations and Advisory Circulars.

Responsible for maintaining the Airport Certification Manual (ACM); Develops and maintains the airfield operations program.

Assists with development of airport department annual budget, administers upon approval, coordinates purchase of equipment and related parts, assists with development of RFP’s and RFQ’s.
**
Serves as primary liaison to FAA Airport Certification Safety Inspector for FAA Part 139 regulations and inspections.

Ensures compliance with FAA Part 139 regulations for maintaining Airport Operating Certificate, and additional associated regulations and standards.
**
Develops, implements, and maintains the airport’s Airfield Safety Management System (SMS) per FAA requirements and serves as the SMS liaison.
**
Coordinates airport’s emergency plan, to include the tabletop, functional and full-scale emergency exercises.
**
Regularly inspects physical condition of airfield, equipment, landside grounds and parking lots; initiates corrective actions to correct any non-conforming conditions found.
**
May assist with directing snow and ice removal operations (Snow Boss) according to FAA standards and NOTAMS.
**
Assists with airfield construction project management; Assists with AIP and other grant administration processes; Assist with development and monitoring of airport’s FAA-approved capital improvement plan.
**
Assist with interviews and makes hiring recommendations; assigns and tracks work orders; supervises training; completes employee time sheets; completes employee performance evaluations.
**
Provides input for Airport Master Plan, and other key plans.
**
Attends safety meetings, maintains related safety manuals and information.
**
May perform duties of Airfield Maintenance Supervisor in absence of Supervisor.
**
On 24-hour call during significant weather and snow events and airport emergencies.
**
Attends conferences, seminars, and various meetings as required.

Performs related duties as assigned.
**
I. JOB REQUIREMENTS
A degree in Business Administration, Airport/Aviation Management or a combination of related experience and knowledge in airport management, operations or maintenance, including broad knowledge of federal, state and local laws, rules and regulations governing the operations of airports.
**
Preferred at least 3-5 years of experience supervising personnel and evaluating processes and performance.
**
Working knowledge of the principles, techniques, and accepted practices of airfield maintenance and construction, FAA airfield safety and operations.
**
Ability to direct and oversee and effectively make task assignments to subordinates.
**
Considerable knowledge of the occupational hazards and necessary safety precautions applicable to operations and maintenance work on airports.
**
Working knowledge of FAA regulations pertaining to airport operations, specifically Part 139 regulations, Advisory Circulars and Safety Management Systems requirements.
**
Working knowledge of the principles and techniques of budgeting, grant writing and administration.
**
Ability to maintain accurate records and prepare factual reports.
**
A valid Maine driver's license is required. Applicants must pass a fingerprint based criminal history record check.
**
Ability to be on 24-hour call in emergencies.
**
II. SUPERVISORY FUNCTIONS
Incumbent performs duties according to customary practices of the divisions, and is
required to exercise independent judgment in making decisions and recommendations in directing division work crews. Incumbent is responsible for a wide variety of operations requiring compliance with FAA and other required rules and regulations.
**
III. SUPERVISORY ACCOUNTABILITY
Incumbent performs duties which are moderately complex according to both general and specialized instructions from the Airport Director or designee, and is responsible for planning and directing supervision of division work crews and the provision of necessary technical expertise and leadership. Work is reviewed as needed with unusual situations or circumstances discussed with Director at incumbent’s discretion.

IV. SCOPE OF WORK OPERATIONS
Incumbent maintains working relationship with Airport officials, subordinate personnel, and Governmental officials, including FAA officials for purposes of assisting with directing and coordinating maintenance and repair operations and personnel, airfield operations, and airport operations.

Pay range is $31.16 - $41.84 per hour and includes a comprehensive benefits package.
