Seeking an experienced leader to manage local capital funding programs on behalf of 15 cities in the fast-growing East King County region. A Regional Coalition for Housing (ARCH) is dedicated to creating equitable, inclusive communities of opportunity through investment, policy development, program delivery and direct support for people looking for affordable rental and ownership housing.
The ARCH Investments Manager oversees the collective set of local capital funding sources and programs that support the development of affordable housing in East King County, together with local planning and pre-development support to initiate projects in member jurisdictions. - Manage a team of 3-4 staff responsible for administering local capital funding programs for affordable housing in the ARCH region, including:
- Recruit, hire and train new staff
- Develop and oversee staff work plans and review performance
- Support ongoing professional development
- Create clear lines of communication and responsibilities to foster an effective team
- Oversee Investment team implementation of ARCH’s annual funding round, ensuring timely reviews of funding proposals, coordination with other public funders and development of funding recommendations through collaboration with member staff and the ARCH Community Advisory Board.
- Ensure efficient, integrated internal processes to jointly administer multiple capital funding and operations/services sources, including local and federal sources that support the ARCH Housing Trust Fund, Bellevue Housing Stability Program funds, and other emerging sources.
- Establish and assign team responsibilities for project management as well as ongoing monitoring of funded projects, and pursue interagency agreements and partnerships to monitor long-term agreements.
- Oversee interdepartmental collaboration within the City of Bellevue, ARCH’s Administering Agency, to ensure timely execution and administration of funding contracts and covenants.
- Maintain positive working relationships with ARCH member city funding partners and demonstrate strong stewardship of local funding.
- Oversee ARCH’s work to provide local planning and pre-development support to cities and other community partners to initiate special projects, providing expertise on financing and deal structuring.
- Pursue external partnerships to attract other public and private capital investments in affordable housing in the ARCH region.
- Work with the ARCH Executive Director to support implementation of ARCH’s Strategic Plan, including supporting policy and legislative strategies that advance funding for affordable housing.
- Prepare and make presentations to city councils and other audiences.
- Represent ARCH cities in local, regional and State committees and work groups.
This position requires a diverse set of skills that may be demonstrated from a combination of education and work experience, including:
- Bachelor’s degree in a relevant field such as finance, business, public administration, accounting, real estate development, urban planning, etc.
- Master’s degree in a relevant field is a plus.
- Seven or more years of work experience in one or more relevant fields, including but not limited to lending, finance, contracts, land use, real estate development, and urban planning.
- Alternatively, an equivalent combination of education, experience, and training that provides the required mix of knowledge, skills and abilities.
- Management and supervisory experience, including ability to plan, schedule, assign, coordinate, and monitor the work of professional and technical staff.
- Ability to plan, implement, and coordinate comprehensive programs and projects.
- Ability to evaluate internal systems and procedures and make improvements that maximize program effectiveness.
- Extensive knowledge of affordable housing financing and underwriting.
- Understanding of development review and planning principles, policies and regulations as they relate to residential and mixed use development.
- Experience with a diverse range of affordable housing development projects utilizing different financing programs and serving a variety of populations.
- Understanding of affordable housing operations and integration of supportive services
- Strong verbal and written communication skills.
- Experience building strong relationships with customers, colleagues and the public.
- Other skills or licenses (architectural, engineering, urban planning, law, or accounting) are a plus.
