Summary
This position supervises and oversees the maintenance and operation of the wastewater collection, and stormwater infrastructure including lift stations maintenance and operation, CCTV inspection, and cleaning of wastewater and stormwater systems. The position also oversees the flow-monitoring program that supports ongoing efforts to monitor collections system flows and provides important data to the Industrial Pretreatment and Engineering Department staff.
Distinguishing Characteristics
The principal function of an employee in this class is the first line supervision of personnel assigned to the Collections System unit.

This position supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions. General direction is provided by the Utility Director and/or their designee. . Assignments are made in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy and practice.

Supervises staff to include: prioritizing, scheduling and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; making hiring, termination, and disciplinary recommendations.
Supervises the activities of wastewater, and stormwater data collection and asset condition assessment which may include: closed circuit TV inspections and condition assessment, smoke testing, flow monitoring, root control, drill hole inspection, and other programs as directed.
Supervises the operation and maintenance of the stormwater and wastewater Collection system. Optimizes performance, and reduces releases of sewer due to mechanical failure or system blockages.
Performs root cause analysis for mechanical system failures, and manages assets using best practices.
Participates in system master planning, standards and specifications development, capital improvements, and private development activities; and/or other applicable areas.
Oversees activities of utility staff tasked with the monitoring and evaluating the installation of utility assets.
Reads, interprets, and follows construction drawings and specifications as necessary to properly perform all assigned tasks.
Performs research and initiates the purchase of equipment, supplies and tools necessary to maintain and effective operation.
Ensures availability to support staff for after-hours emergency work and on-call standby duties.
Monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.
Supervises and instructs subordinates in the use of equipment associated with the performance of all activities including TV cameras, smoke machines, vactors, and trucks, related to tasks such as lift station operation and maintenance, CCTV inspections, wastewater pipe cleaning, stormwater infrastructure maintenance, smoke testing, and other tasks as required to safely and successfully complete assigned projects.
Performs a variety of water, wastewater and stormwater utility data gathering during peak periods or staffing shortages.
Coordinates with other Public Works or Utility sections and provides data and information as needed for successful completion of work or projects.
Develops prioritized collection system repair lists using sound asset management principles.
Perform plan review for private development and City CIP projects. Coordinate inspection services.
Contacts the required regulatory authorities in the event a sanitary sewer overflow (SSO) occurs and/or any other event that may require notification to authorities under existing permits.
Assists in the development, administration, and monitoring of the division budget, including allocating resources and recommending expenditures and contracted services.
Performs other related duties as directed such as scheduling projects for staff and internal customers, maintaining and monitoring material and supply inventories, ensuring regulatory compliance with EPA and COB Standards & Specs, purchasing equipment, materials and supplies, and providing both internal and external customer service related to the Collection System work group.
Complies with safety requirements of the position and actively promotes safe work practices.
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Education, Experience, Certifications and Licenses Required:
- High school diploma, GED or other equivalent level of education
- At least 7 years of full-time work experience in stormwater and/or wastewater collection system utility worker role including 3 years in the responsible charge of skilled and semi-skilled wastewater utility workers; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Must have, or the ability to obtain within 12 months, an Oregon Wastewater Collections Grade 4 certification.
- Must have, or the ability to obtain within 12 months, a NASSCO PACP certification.
