Position Summary
Enforces ordinances, codes, and laws relating to fire prevention and safety measures designed to protect life and property in commercial, industrial, and other facilities accessed by the general public. Assists in the development of fire prevention programs, conducts education and inspections. Investigates fires to determine cause and origin. Under the general supervision of the Deputy Fire Chief of Prevention and the Assistant Fire Marshal, this professional position performs a variety of activities in connection with implementation of the City's fire prevention program. This position has no direct supervisory responsibility, however, acts in a lead capacity when directing others of lower classification to specific tasks in connection with routine fire safety inspections, fire scene investigations and public education presentations. The position is required to apply a thorough working knowledge in fire investigation in order to solve technical problems related to determination of cause. The position works with business and structure owners on a continual basis to inspect, educate, and enforce ordinances.

Functions, Duties and Responsibilities Supports the City's and Fire Department's mission statements.

Follows policies, procedures, and instructions (PPI), standard operating guidelines (SOG) and safety rules outlined in
Department, City, local, state, and/or federal documents.
Practices and maintains personal safety. Complies with safety requirements of the position and actively promotes safe work practices; safely operates a variety of vehicles and equipment.
Responds to inquiries and public information requests. Resolves problems and provides customer service.
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
Participates in voluntary and mandatory on-roster staffing callbacks, voluntary off-roster staffing callbacks, and mandatory training.
Responds to incidents involving hazardous materials and performs the necessary mitigation tasks in accordance with PPI's, SOG's, and safety rules outlined in Department, City, local, state, and/or federal regulations for such activities.
Is responsible for equipment, station, and grounds maintenance, as well as re-storing and reloading equipment, apparatus, and supplies. Cleans, maintains, repairs, and tests an array of apparatus and equipment. Maintains emergency apparatus and equipment in response-ready condition at all times.
Participates in fire safety education and fire prevention, including station tours, classroom presentations and greeting public visitors at station. Assists with community-related projects. Answers questions from the community and the media regarding Fire Department and emergency operations in a courteous and respectful manner. Participates in drills, classes and training sessions covering all aspects of Fire Department operations and fire service topics. Takes part in area familiarization, pre-emergency surveys and planning sessions. May assist in training instruction as required and qualified. Keeps abreast of advanced techniques relating to the position, and continually upgrades knowledge in areas of responsibility.
Assists with station clerical, record keeping, telephone, computer operation, and radio communication activities as required.
Safely and legally drives Fire Department vehicles.
Participates in special projects.
Provides assistance and support to the public as needed and directed.
Ability to learn, comprehend, retain, and apply a thorough knowledge of fire prevention techniques, educational methodology, fire codes and Department standards and policies, and to follow supervisory direction.
Ability to maintain composure, work cooperatively and professionally, and think clearly under stressful situations involving the public, as well as co-workers.
Ability to work independently, as well as to establish and maintain harmonious relations with others, both inside and outside the organization.
This is a skilled professional position requiring a high degree of integrity, honesty, and interpersonal relations skills. Must possess the ability to communicate calmly, clearly, and concisely, both orally and in writing.
Ability to respond to alarms and other emergency situations at all times of day or night that require execution of full physical force and mental activity.
Ability to work in adverse conditions, such as dark, damp, confined and cold environments, while performing fire cause investigations, potentially for extended periods of time with little or no rest.
Ability to hear and verbally respond to calls for assistance, radio communications, and all other calls as needed in all conditions which may include substantial background noise or distractions. Ability to perform the physical activities required for the essential functions, which include, but are not limited to, walking, sitting and standing; the ability to crawl, bend, stretch, twist, run, balance, crouch, stoop, bend, turn, pivot and otherwise be mobile; and all other physical activities as required in the performance of the essential job functions.

Knowledge, Skills And Qualifications
- Knowledge, Skills, and Qualifications· Performs physical inspections of commercial, industrial, and other structures to determine potential and existing fire hazards, the adequacy of fire protective equipment, and general compliance with fire prevention regulations. Conducts familiarization inspections of structures with other fire personnel.
- Instructs building owners, managers, employees, and residents in the concept of public safety, fire safety requirements, and the removal of fire hazards. Initiates actions against delinquent owners and managers to assure compliance with fire prevention regulations.
- Investigates fire scenes to determine fire cause and origin. Prepares detailed technical reports of findings and submits them to the Deputy Fire Chief/Fire Marshal, property owners, insurers, and other involved parties. Provides expert testimony in jury hearings and court cases regarding fire cause investigations and code violations.
- Maintains accurate and complete records of fire prevention, enforcement, and inspection activities.
- Performs other related duties as required to achieve position objectives.
- The successful Fire Inspector will possess a high degree of integrity and interpersonal relations skills.
- Knowledge of laws and ordinances relating to the prevention of fire, the characteristics of fire and flame spread, material characteristics, and fire suppression techniques.
- Requires a working knowledge of building construction and manufacturing processes.
- Requires the ability to: apply laws and ordinances; communicate effectively with others is imperative; conduct training; and must possess adequate computer skills.

- Possess a High School diploma or General Educational Development equivalency (GED).
- Be at least 18 years of age.
- Must meet or exceed minimum health and physical qualifications as established by the Fire Department, City of Bend Civil Service Commission, and other governing agencies.
- Must possess a current Oregon Driver's License and maintain a driving record insurable by the Department's insurer.
