This is a general classification, and candidates may be considered for vacancies which become available within various City departments.  There is a current vacancy in the Payroll Audit Unit of the City Auditor's Office.

Under direction, the Accounting Technician performs beginning level professional accounting work with an emphasis in maintaining ledger accounts and preparing financial statements and bank reconciliation; conducts accounting, financial and budgetary analysis; or performs beginning level professional auditing and complex payroll and benefits accounting quality control tasks and conducts reviews, investigations and compliance audits of Citywide payroll practices.  Typical duties may include:
  1. Prepares and reconciles subsidiary accounting ledgers for a variety of transactions, and prepares closing entries for accounting transactions.
  2. Performs audit testing in accordance with audit plans developed by professional staff; evaluates internal controls systems and documentation of payroll, accounting and administrative procedures and develops and recommends improvements.
  3. Reconciles and balances fund accounts; reviews documents authorizing expenditures from various funds and assists in performing complex account analysis to ensure conformance with existing standards and procedures.
  4. Interprets various laws and regulations relating to the preparation of records and reports, prepares a variety of monthly, quarterly and annual reports;
  5. Prepares a variety of department financial reports for internal and/or external reporting requirements.
  6. Assists in various administrative duties in support of the Citywide payroll processing, including submitting required documents and the bi-weekly payment to CalPERS, and in making quarterly payroll adjustments to reflect the correct earnings and withholdings, as part of the quarterly and annual tax reconciliation.
EDUCATION
Equivalent to graduation from high school; and satisfactory completion of the accounting courses listed here: nine (9) semester or twelve (12) quarter units or equivalent courses as follows: three (3) semester units of college course work in accounting, plus be enrolled in a second (3) semester unit college-level accounting course which must be completed before the end of probation, and must complete three (3) additional semester units of college course work in accounting or internal certificates of competency within one year of appointment. If available, equivalent internal certificates of competency may be substituted for the third college course. Nine (9) semester units or twelve (12) quarter units, completed prior to appointment, will satisfy this requirement.

AND

EXPERIENCE
Four (4) years of progressively responsible accounting-related support work.

OTHER REQUIREMENTS
For positions assigned to the centralized citywide payroll function, proficiency in payroll and beginning professional auditing, including procedure writing must be demonstrated. For other positions, knowledge of government fund accounting must be demonstrated.
Knowledge of: Basic principles, practices and terminology of general fund and government accounting or of payroll, pension and benefits accounting; principles and practices of business and accounting data processing and of automated financial/accounting/payroll system(s) used by the City, particularly related to the processing of accounting information and the interpretation of other input/output documents and/or the citywide payroll processing and benefits payment administration; laws regulating public fiscal and payroll operations; general principles of accounting and auditing; and preparing written procedures and instruction manuals.

Ability to: Verify the accuracy of financial and statistical data and information; appropriately interpret and apply laws and rules, which apply to the assignment area; prepare budget work sheets and query reports; perform complex account analysis and reconciliation; effectively identify and solve work-related problems; understand and carry out oral and written directions; make accurate arithmetic calculations and reasonable forecasts of anticipated results; use initiative and make sound independent judgments within established guidelines; prepare clear, concise and complete financial and written reports and statements; establish and maintain productive working relations with those encountered in the course of work; and communicate clearly and concisely both orally and in writing.

  2. Written Examination - Applicants possessing these requirements will advance to a multiple-choice written examination weighted at 100% of the final examination score. The examination will cover elements of the knowledge and abilities identified in this announcement.
Applicants passing all testing phases will have their names placed on an employment eligible list that will be used to fill vacant positions as they occur.

Candidates under final consideration for employment with the City should expect to undergo an employment background / reference check that may include, but is not limited to: employment history, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
