This is a provisional appointment.
Brief Job Description: (essential functions of the job):
Under general direction of the Commissioner or his/her designee, the Fleet Manager oversees the procurement, maintenance and repair of department vehicles, including heavy special-use, construction and general maintenance equipment.
Responsibilities
In addition, the Fleet Manager:
- Directs the repair, service and maintenance of Parks Department vehicles and equipment.
- Supervises a staff comprised of mechanics and support personnel. Monitors employee performance and adherence to Department standards and policies.
- Develops and maintains efficient shop standards, procedures and policies.
- Works with Public Works Central Fleet Department in developing vehicle/equipment preventative maintenance schedules and ensures completion of work provided within vendor warranties.
- Communicates with vehicle and equipment management and users on repair duration and identifies alternate transportation.
- Reviews repair procedures to ensure completeness, accuracy and efficiency.
- Recommends vehicles and equipment for replacement and arranges for disposal of older equipment.
- Authorizes repair or maintenance of vehicles following accidents and works with the Department finance staff on vehicles insurance issues.
- Maintains vehicle utilization records and tracks reported problems.
- Ensures sufficient inventory to complete all repairs and vehicle maintenance.
- Directs the operations of the Department garage.
- Assists in the development in the Department’s budgets, goals and objectives as it relates to fleet management.
- Monitors and tracks the usage of the Department’s fuel operation.
- Interviews and trains subordinate personnel.
- Works extended hours and directs vehicles and staff to cover operations during snow and other emergencies.
- Performs related work as required.
Minimum Entrance Qualifications
- At least three (3) years of fulltime, or equivalent part-time, experience in administration, fleet management, maintenance garage operations and/or contract management in a large-scale commercial or government operation with work that included most or all of the following areas: fleet management, maintenance garage operations, public sector procurement/purchasing, contract management and vendor relations.
- Demonstrated ability in creating preventative vehicle maintenance programs and evaluation schedules.
- Experience with software such as Microsoft Word and Excel strongly preferred.
- Demonstrated oral and written communication skills.
- Ability to exercise good judgment and focus on detail as required by the job.
- Ability to work extended hours during snow and other emergencies.
- Ability to work effectively in a multi-cultural, multi-ethnic work environment.
- Must have and maintain a current Massachusetts driver’s license.
- Massachusetts Certified Public Purchasing Official designation is required within one year of hire.
Preferences:
- Certification as a Certified Automotive Fleet manager.
- Prior experience with fleet management software programs or related computerized vehicle tracking systems.
- Knowledge of City and Massachusetts procurement guidelines, statutes and related technologies.
- Bilingual (English/Spanish) is a plus, but not required.
Certification as a Certified Automotive Fleet Manager or a bachelor’s degree in business administration, public administration, contract administration or a relevant field of study may be substituted for two (2) years of the required experience.
City of Boston Residency Required Upon Hire.
