Hiring Range: $67,600.00 - $82,576.00 Job Description Summary: The GIS Analyst (Public Works – Transportation and Mobility Department) provides a wide range of duties in the operation and support of the City’s GIS and asset management programs. The position provides mapping, asset management, data maintenance, geo-spatial analysis, and project support for multiple divisions within the Transportation and Mobility Department, including Maintenance, Operations, Planning, and Engineering. Examples of the programs and ongoing projects this position supports include Asset Management Program, Capital Improvement Projects (CIP), Alley Maintenance, Potholes & Patching, Pavement Management, Medians, Bikeways, Irrigation, Street Sweeping, Signs, Signals, Markings, and Lighting. This position works with GIS staff on cross-departmental efforts and collaborates on many shared initiatives. With expertise in problem solving and data management, the GIS Specialist plays an important role in promoting data-driven decision making. This position is part of the Public Works Business Services Division that provides operational support to the City of Boulder’s Transportation & Mobility, Utilities, and Facilities & Fleet departments. Job Description: GIS Analyst (Public Works – Transportation and Mobility Department) EXAMPLE RESPONSIBILITIES AND ACTIVITIES: Data Creation / Data Maintenance / Map Creation (40%) Directly edits and updates features in City’s SDE database, creates GIS data, defines data schemas, oversees input of assets from construction drawings and as-builts into the GIS and asset management systems. Develop QA/QC protocols and tools. Follows data maintenance protocols and efforts of the department including file naming and proper directory structure. Converts data from legacy sources such as spreadsheets, paper maps, reports, and plat books into digital, geo-spatial formats. Creates and maintains comprehensive metadata. Schedules regular, periodic quality control data checks of GIS datasets in area of responsibility. Creates routine and/or professional presentation maps requiring data transformation or analysis. Configures web maps, applications, surveys, and dashboards using ArcGIS Online and ArcGIS Portal resources. End User Support / Customer Service / User Training (35%) Supports the City’s asset management system (Beehive). Provides support for Transportation Beehive users, creates new user accounts, troubleshoots user issues, uploads data to the Beehive system, and provides end user training in one-on-one and small group settings. Identifies end user needs and communicates proposed configuration changes and enhancements to the Transportation GIS team. Provides GIS support for ArcGIS Pro, ArcGIS Online, and ArcGIS Portal users. Trains users on basic tools and functionality of the GIS resources. Provides advice and subject matter expertise to users regarding GIS or other specialized applications. Maintains a high level of customer service. Fulfills day-to-day requests for City staff, fulfills requests for statistics and metrics on the City’s Transportation infrastructure. Assists students, consultants, and the public with requests for geo-spatial data. Program & Project Support / Geo-Spatial Analysis (15%) Supports Transportation analyses for internal and external clients, proposed project updates, and project prioritization. Supports annual CIP project mapping, project updates, coordination with Capital Projects group. Primary GIS support for the workgroups within Transportation Maintenance and Transportation Operations Supports bike and pedestrian network and analysis tools. Utilizes best-practices and mathematical/statistical analysis to achieve necessary results when performing geo-spatial analyses. Creates and designs basic models and queries. Develops customized spatial analysis involving multiple processing steps. Provides records research support (using internal resources and County records) to identify property boundaries, ownership and maintenance responsibilities, and other documented agreements. Automation / Scripting (5%) Creates SQL scripts to view, query and streamline multiple database sources. Generates python scripts to automate and improve enterprise functions, and provide ETL (Extract, Transform, Load) solutions. Work with APIs to automate notifications and data modifications based on web or database triggers. Supports system integrations between GIS, asset management, document management, and others. Research and Development (5%) Maintains current knowledge of cartography, GIS, remote sensing, visual communication, computer information systems and strategies. Attends trainings, classes, and seminars to improve GIS skills. Other Performs related duties as required to meet the needs of the city. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to City property. Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Generally, duties and responsibilities are listed from most to least critical or time consuming. PROFESSIONAL COMPETENCIES: Demonstrated knowledge of and proficient use of Geographic Information Systems, (GIS) software and hardware. Knowledge of SDE and versioned editing, and experience configuring ArcGIS Online maps, apps, and dashboards. Work experience demonstrating the ability and initiative to work independently with minimal supervision; to assume responsibility; to prioritize and resolve problems; to work under pressure; to pay close attention to detail; and to carry tasks to completion. Excellent verbal and written communication skills. Ability to work tactfully and effectively with workgroups, divisions, departments, governmental agencies, and the public. Proficiency in the use of technology and associated operational systems and applications software. Demonstrated computer ability to use databases, and windows. Experience using ArcGIS, Excel, and Word. REQUIRED MINIMUM QUALIFICATIONS: GIS certification from an accredited school or equivalent experience 3 or more years of GIS employment history Have and maintain acceptable background information, including criminal conviction record and motor vehicle record. Valid driver's license. PREFERRED QUALIFICATIONS: Bachelor’s degree in geography, computer science, or related field. 5 or more years of progressive GIS employment history Asset management system experience Experience in the fields of transportation, public works, and/or planning Microsoft SQL Server database / SQL Server Management Studio. Python scripting and task automation. Experience with network datasets.
