It’s a great time to join the City of Boulder! Hiring Range: $25.22 - $31.80 Job Description Summary: We are seeking a Community Vitality Data Collection Technician III, to work 20 hours per week. Under general supervision, the Parking Data Collection Technician III will coordinate and execute the Access Management & Parking Strategy (AMPS) data collection program. Duties will include working across Access & Parking workgroups to schedule data collection based on program needs, and to cover data collection shifts where necessary. Other duties will include the proper data storage, data maintenance, asset tracking, administrative and technical functions, and related duties as required. While the schedule has some flexibility, the technician may be required to work during the identified hours where data collection is required. This will involve working some early mornings, some evenings and some weekends. Job Description: DUTIES AND RESPONSIBILITIES: 1. Performs programmatic and project specific parking data collection for the City’s Community Vitality Department including but not limited to parking occupancy, duration, markings and sign inventory. 2. Collaborates with department supervisors to develop and ensure adhesion to data collection schedule in accordance with departmental SOP. 3. Assists the Parking & Access workgroup in the entry of data into and maintenance of the electronic asset database for parking payment infrastructure and signage. 4. To monitor temporary signage and parking occupancy or duration associated with special events or other temporary uses and effectively communicate needed changes to Parking and Access supervisors. 5. Assists Community Vitality departmental staff in the preparation of reports using the parking data collection software and the accompanying GIS framework including but not limited to maps, graphs, charts and graphics. 6. To investigate and respond to resident and business complaints concerning parking occupancy and related problems. 7. Uses tools and equipment in the performance of program and project-based data collection including city vehicles, license plate reader (“LPR”) technology, work-issued cell phone, radios, and related equipment. 8. Maintains accurate records of work performed and staff time spent in support of programmatic or project-based data collection. 9. Position will require occasional shifts during irregular hours; including weekends, evenings, and holidays. 10. Remains generally alert to conditions and events occurring in city limits and on CU campus and parking related safety hazards which may require enforcement or maintenance attention. 11. Other: Performs work independently, problem solves in a timely manner and communicates needs and problems with staff and supervisor. Performs related duties as required to meet the needs of the city. Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Maintains a valid driver’s license and is capable of driving as part of daily work assignment and driving in all weather conditions. The City of Boulder is a smoke and tobacco-free workplace. ORGANIZATIONAL STRUCTURE: TITLE OF IMMEDIATE SUPERVISOR: Parking Enforcement Supervisor REQUIRED MINIMUM QUALIFICATIONS High school diploma or GED equivalent and a minimum of three years of related work experience. Excellent written /verbal communication skills and high levels of attention to detail. Demonstrated ability to establish and maintain good working relationships with coworkers and other city staff. Ability to make independent decisions in accordance with city ordinances and departmental policies. Knowledge of the Boulder community and the geographic layout of the City of Boulder. Ability to work independently while prioritizing and completing tasks with minimal supervision. Ability to maintain a valid driver’s license. Have and maintain acceptable background information, including criminal conviction history and motor vehicle record. Proficient in Microsoft Office software including Word and Excel. Demonstrated personal and professional honesty and integrity. Ability to work with confidential information. DESIRED QUALIFICATIONS – In addition to the required minimum qualifications Previous work experience in data collection, parking management, or transportation. Experience with Genetec, T2 systems or comparable enforcement and permitting software. Computer and database experience. WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to operate a vehicle, review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to operate a vehicle and work in an office setting. Work may include extended periods of time operating a vehicle, viewing a computer video monitor, and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to interruptions and background noises. Machines and equipment used include, but are not limited to, the following: Frequently uses fleet vehicles (SUVs), computer, cameras, and measuring devices.
