Hiring Range: $108,784.00 - $132,912.00 Job Description Summary: Under general direction of the Chief Financial Officer, the Senior Risk Manager works closely with all departments, and specifically the Human Resources Director and the City Attorney to manage the City’s comprehensive risk management program. Plans, organizes, coordinates and manages the functions, programs, services and activities of the Risk Management Division, including: citywide safety program, Americans with Disabilities Act (ADA) compliance, workers’ compensation, and indemnification and insurance programs. Responsible for the investigation and management of all notices of claims filed, including public liability and personal injury claims. Sets reserves, and makes settlement recommendations, if appropriate, for all claims filed against the City. Job Description: ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: Represents the City on committees related to insurance and risk management. Recognizes and identifies potential risk situations within the City and recommends action to be taken to eliminate or minimize those risks Establishes policies and procedures for effective, efficient, and economical operations. Reviews City contract provisions related to insurance, indemnification, and waivers of liability Performs professional duties related to program design, methodology, managing, organizing, implementing, and coordinating the programs and activities associated with all aspects of property, casualty, workers’ compensation, safety and the Americans with Disabilities Act (ADA) Manages insured and self-insured plans, and liability and risk mitigations. Implements loss prevention programs including safety and wellness training and inspections Serves on citywide committees and working groups and advises city leadership on risk management issues. Currently provides direct supervision to five professional staff, including annual reviews, work planning, mentorship and professional development. Supervised staff include: Senior Risk Analyst, Two Risk Analysts, ADA Coordinator, and Senior Internal Auditor Qualifications Minimum Requirements: Bachelors of Arts or Science in Business with an emphasis in risk management, industrial safety engineering, environmental science, finance or related field and a minimum of five years of experience in risk management, safety, insurance, workers’ compensation (WC), loss control programs, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. A minimum of three years of supervisory experience. Must possess a valid Colorado Driver’s License, an acceptable Motor Vehicle record, and provide appropriate authorizations for verification and driving records. Must have acceptable criminal conviction history and credit history. A successful candidate will posses knowledge and experience in the following subjects: Risk Management operational policies and procedures. Principles, practices, methods and techniques of developing and monitoring work place safety programs Property and casualty insurance principles, practices and procedures Modern principles and techniques of accident prevention and investigation and methods of eliminating hazardous conditions. State and Federal laws, standards, codes, regulations and established policies pertaining to occupational safety and health programs, workers compensation and city government, including but not limited to: Governmental Immunity Act, Worker’s compensation act and Rules of Procedure, ADA, FMALA, WC disability management, Personal Injury Protection, OSHA, EPA, NIOSH, ANSI, MSHA, and DOT Drug and Alcohol Testing requirements. Associate degree in Risk Management (ARM) or Chartered Property and Casualty (CPCU), or Certificate in Risk Management (CRM) Recent membership and participation in risk-management professional associations Familiarity with benchmarking related to risk/safety areas of work. Experience with self-insured fund management Experience with bargaining units and public sector/municipal experience. Management experience in Risk Management Experience in developing and managing a new program or functional area 5-7 years of experience working with claims and analyzing the risk management and general insurance needs for large entities, preferably governmental organizations Additional Job Description: Working Conditions: Physical Demands: A combination of sedentary and physical work requiring the ability to lift a maximum of 45 pounds; occasionally lifting, carrying, walking and standing; frequent hand/eye coordination to operate personal computer, office equipment, and field equipment and machinery; vision for reading, recording and interpreting information; speech communication and hearing in main communication with employees and the public.
