The Utilities Compliance Specialist is responsible for the City’s cross connection program, private stormwater maintenance program and fat, oil and grease (FOG) prevention program and assignment of the City’s addressing program.

(Note – this list is intended only to illustrate the various types of work that may be performed.  The omission of specific statements does not exclude them from the position.)

Administer the State required Cross Connection Control Program for the City. Cross Connection Certification is required by W.A.C.   Send letters and make phone calls to customers informing them that their existing backflow assemblies are due for their annual tests.  Enter test results into database.  Ensure that the City is in compliance with applicable cross connection regulations per W.A.C., U.P.C. and D.O.H. regulations.  Coordinate with neighboring water districts to ensure consistent enforcement of cross connection codes and regulations.  Prepare annual report as required by W.A.C.

Inspect new and existing structures to identify cross connections, (actual or potential) and work with owners to eliminate cross-connections or install appropriate backflow assemblies to protect the City’s water system from contamination. 

Review building plans, permit applications, business license applications and note needed backflow assemblies.

Write procedures for backflow/cross connection enforcement.

Work with utility billing on reviewing accounts, adding new accounts and correctly coding accounts.

Administer a stormwater sewer system maintenance program for private owned systems.  Research and inventory private systems, inspect and work with the property owner to ensure proper maintenance, send reminder letters for annual maintenance, educate customers on the need for proper maintenance, enforce regulations established in our National Pollutant Discharge Elimination System permit (NPDES).

Inspect City owned stormwater structures to ensure compliance with NPDES requirements.

Respond to elicit discharges in the City, determine best course of action to resolve spills.

Administer a Fats, OIL and Grease (FOG) program to reduce the risk of sanitary sewer system blockages due to recessive fats, oil and grease. Perform site visits to Food Service Establishments (FSE’s) to establish and verify correct maintenance intervals of grease traps/grease interceptors for each FSE. Work with the division supervisor to identify problem areas in our sanitary sewer system, research and inspect FSE’s contributing to the problem.

Review building plans, permit application, business license applications and note needed grease interceptors/traps.

Supervise and train Utility Service Specialist – Compliance to provide support for all aspects of this position.

Stand in for the Utilities/Facilities Manager when required.

PHYSICAL REQUIREMENTS
•    Balancing. Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
•    Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
•    Kneeling. Bending legs at knee to come to a rest on knee or knees.
•    Crouching. Bending the body downward and forward by bending leg and spine.
•    Crawling. Moving about on hands and knees or hands and feet.
•    Reaching. Extending hand(s) and arm(s) in any direction.
•    Standing. Particularly for sustained periods of time.
•    Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
•    Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
•    Grasping. Applying pressure to an object with the fingers and palm.
•    Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
•    Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
•    Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
•    Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
•    The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

WORKING CONDITIONS
•    The worker is subject to environmental conditions. Protection from weather conditions but not necessarily from temperature changes.
•    The worker is subject to outside environmental conditions. No effective protection from the weather.
•    The worker is subject to both environmental conditions. Activities occur inside and outside.Any combination of education and experience equivalent to a High school diploma or G.E.D. and five (5) years of experience in the field.

Valid Washington State Driver’s License

Special Requirements (Some special requirements may be required to be obtained after hire or specified by the appointing authority.)

•    State of Washington Cross-connection control certification
•    Water Distribution Manager 1
•    First aid/CPR certification
•    Confined Space certification
•    Flagger certification.
•    FOG certification
•    Asbestos Supervisor certification
•    Stormwater inspection certification
•    Commercial driver’s license, Class A

Knowledge of:
•  Bremerton Municipal Codes, Washington Administration Codes and Uniform Plumbing Codes as they apply to Cross Connection Control, stormwater sewer system and sanitary sewer system.
•  Applicable Federal, State, and local laws, codes, regulations, operations, policies and procedures.
• Understanding of indoor potable water systems, lawn irrigation systems, and all types of industrial or medical equipment connected to our potable water supply.  
•  Utility water system sanitary sewer system and stormwater sewer system.
•  Best management practices for reducing fats, oils and grease.
• NPDES permit requirements as apply to private stormwater sewer systems and structures.

Ability to:
•  Read and understand blueprints and plans.  
•  Communicate effectively orally and in writing.
• Work independently and be very self-motivated.
• Work closely with numerous City divisions to accomplish tasks.

Appraisal of Experience and Education/Training:  At this initial review, application packets may be evaluated entirely on the basis of information you provided in the completed City application form. Applicants should include all relevant information on the City application.  Applicant’s education, training, and experience will be assessed.  The passing score is 70%.  The top qualifying candidates will be invited to participate further in the examination process.  Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination:  A panel will evaluate the applicant’s training, experience, and ability to perform the job.

Placement on the eligibility list is determined by weighted examination scores as follows:

Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Fair Labor Standards Act: The classification is non-exempt under the laws of Fair Labor Standards Act minimum wage and overtime provisions.

Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.

Civil Service: The classification is excluded from the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Human Resources Policies.

This classification specification does not constitute an employment agreement between the City and employee.  It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
