GENERAL PURPOSE: Under limited supervision, this position will lead, mentor, and supervise the Building Plan Review staff for the Development Services Department and oversee the day-to-day plan review operations. The incumbent will analyze, review and interpret residential, commercial and industrial construction plans and related documents, including the review of structural, building, electrical, plumbing, and mechanical codes, to ensure compliance of proposed construction with applicable codes and ordinances. Develops and implements policies, procedures, and standards to improve the efficiency and effectiveness of the building plan review process. Develops a training plan; creates Division goals; and establishes career advancement opportunities. Organizes, manages, and evaluates the activities of the building plan review staff; selects, trains, motivates, and evaluates personnel; monitors employee performance objectives; and works with employees to correct deficiencies. Performs technical review of building and construction plans for compliance with City and other applicable building codes, including but not limited to architectural, structural, electrical, plumbing, mechanical, and other applicable codes. Interprets codes and regulations related to plan review and construction projects; researches and brings forward recommendations on code interpretation for Buckeye residential, commercial and industrial buildings. Provides customer service and information to the public in matters relating to construction plans and code requirements.Collaborates with other city departments and others to ensure comprehensive review and approval of building plans. Approves or denies plans as appropriate; signs off on approved plans; obtains signatures for approved plans and legal documents.Consults with architects, engineers, designers, contractors, and homeowners concerning deficiencies with structural and non-structural requirements; explains codes and regulations.Assists building inspection staff on difficult or unusual code requirements for non-residential structures.Conducts project site visits as necessary to determine code compliance and proper installation of the more complex structures or systems. Maintains and tracks plan review metrics. Performs other duties as assigned or required.

Special Requirements: Must possess and maintain a valid Arizona Driver’s License. Must possess and maintain two (2) International Code Council Certifications, IBC, and IRC.Must possess and maintain within one (1) year from date of hire, an ICC Certification as a Certified Building Official. Physical Demands / Work Environment: Standard office environment with occasional field inspections.Reports To: Building Official or designee.
